# Fractional CFO support for *Edmonton* contractors and public-sector suppliers

Winning larger public contracts is less a sales problem than a balance sheet problem. Prequalification thresholds, bonding capacity and the cash required to carry a long progress-billed job all sit in the finance function, and each of them takes more than a year to move. The wider service is on the [fractional CFO](https://www.everstonecpa.com/contract-cfo) page. It is part of [EverStone’s work for Edmonton businesses](https://www.everstonecpa.com/accountant-edmonton).

**Quick answer:** A fractional CFO is part-time senior financial leadership. For an Edmonton contractor the work is deciding which tenders are worth pursuing, understanding the cash curve of a progress-billed contract, and building the balance sheet that prequalification and bonding thresholds require. Fractional CFO work starts at $2,750 a month.

The year-end covers the T2 with Schedule 1 and Schedule 50, the CCA schedule, the small business deduction, T4 or T5 slips for the owner’s pay, and the instalments for the year ahead.

Fractional CFO services for Edmonton contractors run by the month and remotely, and the [fractional controller](https://www.everstonecpa.com/fractional-controller-services) half, the close and the progress-billing reconciliation, is where most of them start.

The cash goes out first and the holdback comes back last.

## Which tenders are worth the cost of bidding

A serious tender costs estimating time, takeoff work and sometimes third-party input, win or lose. A contractor bidding everything spends real money at a low hit rate, and the cost sits in overhead, unattributed to the tenders behind it.

A bid or no-bid discipline weighs the realistic chance of winning given the competition and evaluation criteria, the margin, whether the business has the capacity and cash to perform, and the cost of the tender. Applied consistently it usually means fewer bids and a higher hit rate, which beats a busy estimating department.

## The cash curve of a progress-billed contract

A long progress-billed contract has a predictable cash shape. Mobilization and early works are paid for before much is certified, certification takes time, and holdback is released well after substantial completion. The deficit deepens early, recovers mid-job and closes only months after the work ends.

Plotting that curve before signing shows how much cash the job needs at its worst point, and when. Overlapping contracts are the danger: two profitable jobs whose peaks coincide can exceed what the business can fund. Scheduling around that needs the curves drawn.

## Change orders and claims as a cash risk

Directed work performed before the price is agreed is funded entirely by the contractor until it is settled, and settlement on public contracts can take a long time. A business carrying substantial unapproved change orders is effectively extending unsecured credit against an uncertain outcome.

Managing it is partly administrative: written direction, prompt pricing, escalation on a schedule. It is partly financial: the exposure is real cash and belongs in the forecast, not among ordinary receivables. The [year-end statements in Edmonton](https://www.everstonecpa.com/financial-statements-edmonton) page covers how these items are reported.

## Building the balance sheet a threshold requires

Prequalification and bonding capacity are driven by financial position, chiefly working capital and equity. Bidding a class of work above your current qualification is a multi-year exercise: retaining earnings rather than distributing them, structuring shareholder loans so they are not current, and timing equipment purchases away from an assessment.

None of that can be arranged in the weeks before a submission. Treating the threshold as a planning objective — with a date and decisions attached — turns an obstacle into a schedule.

## Owner compensation against growth capacity

In an owner-managed contracting business the question of how much to take out each year is not only a tax decision. Every dollar distributed reduces equity, which reduces bonding capacity and prequalification standing, which limits the work the business can pursue. The tax-efficient answer and the growth answer frequently point in opposite directions.

Making that trade-off explicitly — this much retained, for this reason, to support this objective — is a better process than taking what is available and discovering the constraint at the next assessment. See the [retention](https://www.everstonecpa.com/blog/leave-money-in-corporation-or-pay-out-canada) guide and the [salary versus dividends calculator](https://www.everstonecpa.com/salary-vs-dividends-calculator).

## When it is premature

Job costing comes first. Without each contract's cost, none of this works, and a bid discipline built on unreliable cost data will mislead. So will books months behind.

The threshold is usually a specific ambition or pressure: moving up a class of work, a bonding application, growth straining cash, or a run of contracts that finished below the estimated margin. Absent those, better job costing and a timely year end are the higher-return spend. See [Edmonton contractor accounting](https://www.everstonecpa.com/contractor-accountant-edmonton).

## How the engagement works

Edmonton work runs remotely, with scope agreed in writing before anything starts. CFO services Edmonton public-sector suppliers use are run the same way, by the month and online.

This suits incorporated general contractors, civil and site-services businesses, mechanical and electrical trades and equipment suppliers working into public procurement. Alberta corporate income tax is administered provincially; see the [Alberta tax facts](https://www.everstonecpa.com/alberta-tax-facts) page for the current rates.

Advisory work, separate from compliance filing — for a business operating in Edmonton, Alberta

| Area | What it means in practice |

| Cash flow | A forward view of what is coming in and going out, not last quarter’s history |

| Forecasting | A model you can test decisions against before you make them |

## Remote CFO support

The firm serves Edmonton remotely. **There is no Edmonton office and no staff based there.** Everything runs by video, phone and secure document exchange. Tender cash curves and the year-end return come from one ledger, so they agree.

The year end this all feeds into is [corporate tax in Edmonton](https://www.everstonecpa.com/corporate-tax-accountant-edmonton).

Strategic decisions run on figures that arrive in time to use, which is [the management reporting underneath it](https://www.everstonecpa.com/management-reporting).

Contractors whose first need is a clean monthly close can start with a fractional controller instead, for less.

Common questions

## Edmonton contracting CFO questions

**How do I decide which tenders to bid?**

Against the realistic chance of winning given competition and evaluation criteria, the margin, the capacity and cash to perform, and the tender's cost. Applied consistently it means fewer bids and a higher hit rate. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What does the cash curve of a progress-billed job look like?**

A deficit that deepens through mobilization and early works, recovers through the middle as certifications catch up, and does not fully close until holdback is released months after completion. The risk arises when two contracts’ peak requirements coincide, which can exceed funding capacity even though both jobs are profitable.

**How should unapproved change orders be treated financially?**

As cash the contractor funds until settlement, not an ordinary receivable. Written direction, prompt pricing and scheduled escalation limit the exposure; forecasting it at its real rather than claimed value keeps the projection honest.

**How do I qualify for larger contracts?**

By building working capital and equity deliberately over several years — retaining earnings, structuring shareholder loans so they are not classified as current, and timing equipment purchases away from assessment dates. It cannot be arranged in the weeks before a submission, which is why it belongs in a plan with a date attached.

**Should I take less out of the company to grow?**

Possibly. Every dollar distributed reduces equity, which reduces bonding capacity and prequalification standing, which limits the work available to pursue. The tax-efficient answer and the growth answer often diverge, so the trade-off is worth making explicitly rather than discovering it at the next assessment.

**Is there an Edmonton office?**

No. EverStone is a virtual firm. Job cost reports and contract schedules move as files, so nothing requires an in-person meeting.

**What does a fractional CFO cost for an Edmonton business?**

Edmonton businesses pay the same published fees as everyone else. An Edmonton contractor would budget from $2,750 a month for fractional CFO work. If the priority is the close and progress-billing reconciliation, a fractional controller runs from $1,650 a month. Nothing starts until scope and fee are confirmed in writing. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Edmonton itself?**

Yes. St. Albert, Sherwood Park, Spruce Grove, Leduc and Nisku contractors are served no differently from Edmonton ones: video, phone, email and a secure upload link, on the same fixed fees.

### Who this is for, and who it is not

The fit is an Edmonton contractor aiming at bigger public work, which needs monthly figures and a balance sheet plan but not a full-time controller. For a firm that only wants its filings done, [the corporate tax engagement](https://www.everstonecpa.com/tax-services) is cheaper and more suitable. [A fee estimate](https://www.everstonecpa.com/fee-estimate) costs nothing. Fractional CFO services Edmonton contractors take on this way start at $2,750 a month, with the fee fixed in writing first.
