# Corporate tax accountant for *Brandon* corporations

Manitoba levies no provincial corporate income tax on income eligible for the [small business deduction](https://www.everstonecpa.com/glossary), which makes protecting that eligibility the main event on a Brandon company’s return. EverStone prepares [T2 returns](https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/corporations/corporation-income-tax-return.html) remotely for [Brandon businesses](https://www.everstonecpa.com/accountant-brandon); the [Manitoba tax reference](https://www.everstonecpa.com/manitoba-tax-facts) holds the tables.

**Quick answer:** Manitoba applies no provincial corporate income tax to income eligible for the small business deduction, so a Brandon corporation pays 9% combined on qualifying income up to the $500,000 limit and 27% above it. EverStone prepares the T2 remotely at a fixed fee. Where a single owner runs a Brandon trades or service business, books plus payroll plus the year-end T2 usually total $450–$650 each month.

What a T2 return involves, wherever the company operates, is on our [T2 corporate tax accountant](https://www.everstonecpa.com/corporate-tax-return-t2) page.

For a one-owner Brandon corporation, monthly bookkeeping, payroll and the year-end T2 corporate tax return with statements usually cost from $450 to $650 a month all-in. The year-end covers the T2 with Schedule 1 and Schedule 50, the CCA schedule, the small business deduction, T4 or T5 slips for the owner’s pay, and the instalments for the year ahead.

Corporate tax preparation for a Brandon company means the federal T2 with the Manitoba figures inside it — one return, prepared once, from books that were kept current through the year.

## The lowest combined rate in the country

Manitoba’s lower corporate rate is nil. That is not a rounding of a small percentage — qualifying active business income up to the $500,000 business limit attracts no Manitoba corporate income tax at all, so the only layer left on it is the 9% federal rate. A 9% combined rate is the lowest of any province on qualifying income. General income is taxed at 27% combined, being 15% federal plus Manitoba’s 12% general rate. The 18-point step between the two is unusually steep. For a Brandon corporation, corporate tax planning is therefore far less about shaving the rate and almost entirely about keeping income on the qualifying side of the line.

## What that step actually costs

Because the gap is so wide, the ordinary events that push income out of the [small business deduction](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/t4012.html) are more expensive here than elsewhere. Passive investment income accumulating inside the corporation grinds the business limit down. Association with another corporation splits the limit rather than duplicating it. Income that is not active business income — rent from a building held with no employees working on it, for instance — does not qualify in the first place. Each of those costs real money when the spread is 9% to 27%. [The small business deduction and passive income](https://www.everstonecpa.com/blog/small-business-deduction-passive-income-canada) explains how the grind works and what triggers it.

## Association: the Westman family-business question

Owner-managed businesses around Brandon are often family groups: a farm corporation alongside a trucking company, a contractor with a separate equipment-holding company, or a parent and an adult child each running a corporation in the same line of work. Corporations that are associated under the tax rules share one $500,000 business limit between them, and they share the one HE Levy exemption as well. Whether two companies are associated depends on who controls them, including through family relationships, not on whether they trade with each other. The allocation of the business limit has to be agreed and filed each year, and getting it wrong usually means one company claims a deduction it does not have.

The planning point is to look at the whole group before setting each company’s year-end and pay structure, not one T2 at a time. Where a holding company sits above an operating company, how surplus cash moves up, and what it is invested in once it gets there, decides whether the passive-income grind ever bites.

## Retail sales tax is a cost, not a credit

Manitoba’s provincial sales tax is called retail sales tax, or RST. It is charged at 7% alongside the 5% GST, administered by Manitoba Finance rather than the CRA, and filed as a separate return under a separate registration. The distinction that matters on the corporate return is recoverability. GST paid on inputs is generally recovered as an [input tax credit](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) and never touches the income statement. RST paid on inputs is generally a real cost sitting inside an expense or asset account. A Brandon corporation that treats the two identically in its ledger misstates both its expenses and its sales-tax position, and where the purchase is equipment, the error carries into the capital cost of the asset and every CCA claim that follows.

## Self-assessment on out-of-province purchases

Brandon sits close enough to Saskatchewan that buying from a dealer or supplier over the border is routine. Where taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST, the obligation to remit the tax falls on the purchaser. Nothing on the invoice signals it. A Brandon corporation buying equipment, tooling, software or shop supplies from out of province, or online, can accumulate an unrecorded liability over years, and it usually surfaces in a provincial audit rather than in the accounting. Building the check into how purchases are coded is far cheaper than reconstructing it afterwards.

## Brandon’s industrial base and the return

Brandon’s economic development office lists chemical processing, metal manufacturing, agriculture and food, and transportation among the city’s key sectors, and a good share of incorporated businesses here either work in those industries or supply them. Those files share three features that shape the T2. They hold real inventory — steel, parts, chemicals, feed or finished goods — so the year-end count and the valuation method feed directly into taxable income. They hold significant depreciable equipment, so additions, trade-ins and disposals move the result through capital cost allowance, recapture and terminal losses. And their customers are spread across Westman, Saskatchewan and beyond, so sales tax and revenue recognition need to follow where the goods actually went. [Year-end inventory counts](https://www.everstonecpa.com/blog/year-end-inventory-count-canada) covers what the count needs to support if it is going to hold up.

Manufacturers and processors should also look at whether a new building or major equipment purchase qualifies for faster write-offs; [immediate expensing for manufacturing buildings](https://www.everstonecpa.com/tax-update/immediate-expensing-manufacturing-buildings) explains one of the current measures.

## The payroll levy applies above $2.5 million

Manitoba levies the Health and Post Secondary Education Tax Levy on remuneration. Employers with total yearly payroll of $2.5 million or less are exempt. Between $2.5 million and $5.0 million the levy is 4.3% of the excess over $2.5 million, and above $5.0 million it is 2.15% of the entire payroll with no deduction. Associated groups share the $2.5 million exemption. Most owner-managed Brandon companies never reach it, but a growing manufacturer or a family group with several payrolls should model it deliberately rather than cross it by accident.

## Deadlines, instalments and the annual return

A Canadian-controlled private corporation claiming the small business deduction generally pays its balance three months after year-end and files the T2 six months after. Once the tax for a year passes the instalment threshold, the corporation pays monthly or quarterly instalments through the following year, and a strong year — a good harvest for an agriculture supplier, a big contract for a fabricator — sets a higher instalment base for the next. Separately, every Manitoba corporation files an Annual Return of Information with the Companies Office, keyed to its anniversary month rather than its fiscal year-end, so a December year-end company incorporated in June has two unrelated annual dates to keep. [Corporate tax instalments](https://www.everstonecpa.com/blog/corporate-tax-installments-canada) covers how the CRA sets the schedule.

## Filing from outside Brandon

EverStone is a fully virtual, one-CPA firm working with businesses in BC, Alberta, Ontario and Manitoba. There is no Brandon office, no branch and no local staff. Manitoba corporate income tax is collected by the CRA through the federal T2, so there is one corporate income tax return to prepare, and it is transmitted electronically. Records arrive by secure upload, questions are handled by email or a short video call, and the return is e-signed. The provincial obligations that are not federal — the RST account and the payroll levy — are handled as part of the same engagement.

None of this works on records that are behind, which is what [bookkeeping in Brandon](https://www.everstonecpa.com/bookkeeping-brandon) keeps current, and the owner’s own return is on [personal tax in Brandon](https://www.everstonecpa.com/personal-tax-accountant-brandon).

Staying under the business limit at 0% provincial tax takes a target set in advance, which is what [a forecast that gets updated](https://www.everstonecpa.com/budgeting-and-forecasting) does.

Common questions

## Brandon corporate tax questions

**Does Manitoba really charge no corporate tax on small-business income?**

On income eligible for the small business deduction, Manitoba’s lower rate is nil, so only the 9% federal rate applies. That 9% combined rate is the lowest of any province on qualifying active business income. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What happens to income above the $500,000 limit?**

It is taxed at Manitoba’s 12% general rate on top of the 15% federal rate, giving 27% combined. The 18-point step from 9% is why protecting eligibility matters more here than in most provinces.

**My farm company and trucking company are both in the family — do they share the limit?**

If they are associated, yes. Associated corporations share one $500,000 business limit and agree each year how it is allocated. Control through family members can create association, so it is worth confirming before both companies claim the full amount.

**Do I owe RST on equipment bought in Saskatchewan?**

Often yes. Where taxable goods are brought into Manitoba for business use and the supplier did not charge RST, the purchaser is responsible for self-assessing and remitting it. Nothing on the invoice flags the obligation.

**When does the Manitoba payroll levy start?**

Employers with total yearly payroll of $2.5 million or less are exempt. Between $2.5 million and $5.0 million the levy is 4.3% of the excess, and above $5.0 million it is 2.15% of the entire payroll with no deduction.

**Do you have a Brandon office?**

No. EverStone serves Brandon corporations remotely. Manitoba corporate tax is collected through the federal return, which is prepared and transmitted electronically.

**Do you work with businesses outside Brandon itself?**

Yes. Corporations in Virden, Souris, Carberry, Shilo and the rest of Westman are served just like those in Brandon, through video, phone, email and a secure upload link, on the same fixed fees.
