# Corporate tax accountant for *Winkler* corporations

Manitoba charges no provincial corporate income tax on income eligible for the [small business deduction](https://www.everstonecpa.com/glossary), so for a Winkler manufacturer, contractor or farm corporation the real work is keeping income on the right side of that line. EverStone prepares [T2 returns](https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/corporations/corporation-income-tax-return.html) online for [Winkler businesses](https://www.everstonecpa.com/accountant-winkler); the [Manitoba tax reference](https://www.everstonecpa.com/manitoba-tax-facts) holds the tables.

**Quick answer:** Manitoba applies no provincial corporate income tax to income eligible for the small business deduction, so a Winkler corporation pays 9% combined on qualifying income up to the $500,000 limit and 27% above it. EverStone prepares the T2 online at a fixed fee. For a one-owner Winkler corporation, books plus payroll plus the year-end T2 usually total $450–$650 each month.

What a T2 return involves, wherever the company operates, is on our [T2 corporate tax accountant](https://www.everstonecpa.com/corporate-tax-return-t2) page.

For a one-owner Winkler corporation, monthly bookkeeping, payroll and the year-end T2 corporate tax return with statements usually cost from $450 to $650 a month all-in. The year-end covers the T2 with Schedule 1 and Schedule 50, the CCA schedule, the small business deduction, T4 or T5 slips for the owner’s pay, and the instalments for the year ahead.

Corporate tax preparation for a Winkler company means the federal T2 with the Manitoba figures inside it — one return, prepared once, from books that already agree with the GST and RST filings.

## The lowest combined rate in the country

Manitoba’s lower corporate rate is nil. Qualifying active business income up to the $500,000 business limit attracts no Manitoba corporate income tax at all, so the only layer left on it is the 9% federal rate. A 9% combined rate is the lowest of any province on qualifying income. General income is taxed at 27% combined, being 15% federal plus Manitoba’s 12% general rate. The 18-point step between the two is the steepest in the country. For a Winkler corporation, planning is therefore less about shaving the rate and much more about keeping income eligible for it.

## What pushes income over the line

Because the gap is so wide, the ordinary events that take income out of the [small business deduction](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/t4012.html) cost more here than elsewhere. Passive investment income building up inside the company grinds the business limit down. Association with another corporation — common in Winkler, where a family may own a manufacturing company, a farm corporation and a holding company side by side — means the companies share one $500,000 limit rather than each having their own. Rent from a building held with no employees is usually not active business income at all. Each of those is manageable at a narrow spread and expensive at 9% versus 27%. [The small business deduction and passive income](https://www.everstonecpa.com/blog/small-business-deduction-passive-income-canada) explains how the grind works.

## Winkler’s manufacturing base and the T2

Winkler is the largest centre in the Pembina Valley and has grown into an industrial centre for southern Manitoba, with manufacturing plants and foundries alongside its retail and service economy. Corporations in that sector share two features that shape the return. They hold real inventory — steel, components, work in progress and finished goods — so the year-end count and valuation feed straight into taxable income. And they hold significant equipment, so additions, disposals and the resulting recapture or terminal loss move the result. The CCA claim on a new machine starts when it is available for use, not when it is ordered, which makes the timing of an installation around year-end a real tax decision. [Year-end inventory counts](https://www.everstonecpa.com/blog/year-end-inventory-count-canada) covers what the count needs to support.

## Farm corporations and holding companies

Where a farm in the RM of Stanley or elsewhere in the Pembina Valley is incorporated, its T2 looks different from a shop’s. Farm income may be reported on the cash basis, sales of basic farm products are zero-rated for GST, and land is not depreciable while bins, shops and equipment are. Where the farm corporation is associated with an off-farm business owned by the same family, the shared business limit and the split-income rules both need checking every year. See [farm accounting around Winkler](https://www.everstonecpa.com/farm-accountant-winkler) for the farm-specific side.

## Retail sales tax is a cost, not a credit

Manitoba’s provincial sales tax is called retail sales tax, or RST. It is charged at 7% alongside the 5% GST, administered by Manitoba Finance rather than the CRA, and filed on a separate return under a separate registration. On the corporate return the difference is recoverability. GST paid on inputs is generally recovered as an [input tax credit](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) and never touches the income statement. RST paid on inputs is generally a real cost that belongs inside an expense or the cost of an asset. A corporation that books the two the same way misstates both its expenses and its sales-tax position.

## Self-assessment on equipment bought out of province

The RST feature that produces the most unwelcome assessments is self-assessment. When taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST, the purchaser usually has to remit it. A Winkler shop buying a press brake, tooling or software from a supplier in another province or the United States can build up an unrecorded liability over several years without noticing. Qualifying manufacturing machinery can be exempt when the conditions are met, but the exemption depends on the paperwork at the time of purchase. Building the check into how purchases are coded is far cheaper than reconstructing it during a provincial audit.

## Instalments, the balance owing and the payroll levy

A Canadian-controlled private corporation claiming the small business deduction generally pays its balance three months after year-end and files the T2 six months after. Once the tax for a year passes the CRA threshold, [instalments](https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/corporations/corporation-payments.html) are required monthly or quarterly the following year, which catches growing Winkler companies after their first strong year. On the payroll side, Manitoba’s Health and Post Secondary Education Tax Levy exempts employers with total yearly payroll of $2.5 million or less; between $2.5 million and $5.0 million it is 4.3% of the excess, and above $5.0 million it is 2.15% of the entire payroll. Associated companies share the one exemption, so a group with a plant and a farm corporation adds their payrolls together.

## Filing from outside the Pembina Valley

EverStone is a fully virtual, one-CPA firm. There is no Winkler office, no branch and no local staff. Manitoba corporate income tax is collected by the CRA through the federal T2, so there is one corporate income tax return, transmitted electronically. Records arrive by secure upload, questions are handled by email or a short video call, and the return is e-signed. The provincial obligations that are not federal — the RST account, the payroll levy and the Companies Office annual return — are tracked as part of the same engagement.

None of this works on records that are behind, which is what [bookkeeping in Winkler](https://www.everstonecpa.com/bookkeeping-winkler) keeps current.

Staying under the business limit at 0% provincial tax takes a target set in advance, which is what [a forecast that gets updated](https://www.everstonecpa.com/budgeting-and-forecasting) does.

Common questions

## Winkler corporate tax questions

**Does Manitoba really charge no corporate tax on small-business income?**

On income eligible for the small business deduction, Manitoba’s lower rate is nil, so only the 9% federal rate applies. That 9% combined rate is the lowest of any province on qualifying active business income. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What happens to income above the $500,000 limit?**

It is taxed at Manitoba’s 12% general rate on top of the 15% federal rate, giving 27% combined. The 18-point step from 9% is the steepest in the country, which is why protecting eligibility matters more here.

**Do my family’s companies share the business limit?**

If they are associated, yes. A manufacturing company, a farm corporation and a holding company controlled by the same family often are, and they then share one $500,000 limit. The allocation between them is a choice made on the T2 each year.

**Do I owe RST on machinery bought outside Manitoba?**

Often yes, unless an exemption applies. Where taxable goods are brought into Manitoba for business use and the supplier did not charge RST, the buyer usually self-assesses. Qualifying manufacturing machinery can be exempt, with the paperwork in place at purchase.

**When does the Manitoba payroll levy start?**

Employers with total yearly payroll of $2.5 million or less are exempt. Between $2.5 million and $5.0 million the levy is 4.3% of the excess, and above $5.0 million it is 2.15% of the entire payroll with no deduction.

**Do you have a Winkler office?**

No. EverStone serves Winkler corporations fully online. Manitoba corporate tax is collected through the federal return, which is prepared and transmitted electronically.

**Do you work with corporations outside Winkler itself?**

Yes. Corporations in Morden, the RM of Stanley, Altona, Plum Coulee and the rest of the Pembina Valley are served just like Winkler ones, by email, video and a secure upload link, on the same fixed fees.
