# Corporate tax accountant for *Winnipeg* corporations

Manitoba levies no corporate income tax at all on income eligible for the [small business deduction](https://www.everstonecpa.com/glossary), which makes protecting that eligibility unusually valuable. EverStone prepares [T2 returns](https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/corporations/corporation-income-tax-return.html) remotely for [Winnipeg businesses](https://www.everstonecpa.com/accountant-winnipeg); the [Manitoba tax reference](https://www.everstonecpa.com/manitoba-tax-facts) holds the tables.

**Quick answer:** Manitoba applies no provincial corporate income tax to income eligible for the small business deduction, so a Winnipeg corporation pays 9% combined on qualifying income and 27% above it. EverStone prepares the T2 remotely at a fixed fee for incorporated Manitoba businesses. Where a single owner runs a trades business, books plus payroll plus the year-end T2 usually total $500–$700 each month.

What a T2 return involves, wherever the company is based, is on our [T2 corporate tax accountant](https://www.everstonecpa.com/corporate-tax-return-t2) page.

For a one-owner Winnipeg corporation, monthly bookkeeping, payroll and the year-end T2 corporate tax return with statements usually cost from $500 to $700 a month all-in. The year-end covers the T2 with Schedule 1 and Schedule 50, the CCA schedule, the small business deduction, T4 or T5 slips for the owner’s pay, and the instalments for the year ahead.

Corporate tax preparation for a Winnipeg company means the federal T2 with the Manitoba figures inside it — one return, prepared once. Small business tax services Winnipeg MB corporations need start with that single return, including the small business deduction claimed on qualifying income.

Manitoba’s lower rate is nil — which makes the step the steepest.

## The lowest combined rate in the country

Manitoba’s lower corporate rate is nil: qualifying active business income up to the $500,000 limit pays no Manitoba tax, leaving only the 9% federal rate, the lowest anywhere in Canada. General income pays 27% combined (15% federal plus Manitoba’s 12%), the steepest 18-point step in the country. Planning in Winnipeg is therefore about keeping income on the qualifying side of the line, not shaving the rate.

## What that step actually costs

With a gap that wide, events that push income out of the [small business deduction](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/t4012.html) cost more here. Passive investment income grinds the business limit down, associated corporations share the limit, and non-active income, such as rent from a property with no substantive employees, never qualifies. Each is survivable at an 11% to 23% spread and painful at 9% to 27%. [The small business deduction and passive income](https://www.everstonecpa.com/blog/small-business-deduction-passive-income-canada) explains the grind.

## Retail sales tax is a cost, not a credit

Manitoba’s retail sales tax (RST) is 7%, alongside the 5% GST, administered by Manitoba Finance under a separate registration and return. The key difference is recovery: GST on inputs is generally recovered as an [input tax credit](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html), while RST on inputs is generally a real cost inside an expense or asset. Treating them the same misstates expenses and the sales-tax position every month.

## Self-assessment on out-of-province purchases

Self-assessment causes the most unwelcome RST assessments. When taxable goods come into Manitoba for business use without RST charged, as often happens with Alberta or foreign vendors, the purchaser must remit it, and nothing on the invoice says so. The unrecorded liability can build for years until a provincial audit finds it, so build the check into purchase coding.

## The payroll levy applies above $2.5 million

The Manitoba Health and Post Secondary Education Tax Levy exempts employers with yearly payroll of $2.5 million or less. Between $2.5 million and $5.0 million it is 4.3% of the excess over $2.5 million; above $5.0 million, 2.15% of all payroll. Associated groups share the exemption. Crossing $5.0 million moves you from tax on the excess to tax on everything, so model that threshold deliberately.

## Winnipeg’s transport and manufacturing base

Many Winnipeg corporations are in transport, warehousing, food processing and light manufacturing. They hold real inventory, so the count and valuation method feed taxable income directly, and significant equipment, so additions, disposals, recapture and terminal losses move the result. [Year-end inventory counts](https://www.everstonecpa.com/blog/year-end-inventory-count-canada) covers what the count must support.

## Filing from outside Manitoba

EverStone is a fully virtual firm with no Winnipeg office, branch or staff. Manitoba corporate tax is collected by the CRA through the T2, so there is one return, filed electronically. Records arrive by secure upload, questions go by email or a short video call, and the return is e-signed. The RST account and payroll levy are part of the same engagement.

For business tax services Winnipeg MB owners can run entirely by secure upload and email, that one engagement covers the T2, the RST account and the payroll levy.

None of this works on records that are behind, which is what [bookkeeping in Winnipeg](https://www.everstonecpa.com/bookkeeping-winnipeg) keeps current.

Staying under the business limit at 0% provincial tax takes a target set in advance, which is what [a forecast that gets updated](https://www.everstonecpa.com/budgeting-and-forecasting) does.

## Who this is for, and who it is not

Suited to a Winnipeg corporation that wants its small-business eligibility, RST and payroll levy watched by one CPA at a fee agreed first. A Manitoba corporation is onboarded in three steps.

- **Email enquiry.** Tell us about the business, its filings and anything overdue, then a fixed fee in writing.

- **CRA authorization.** [Authorization](https://www.everstonecpa.com/forms/aut-01) gives direct access to balances and notices. [Switching from another firm](https://www.everstonecpa.com/switching-accountants)? The file is requested that week.

Common questions

## Winnipeg corporate tax questions

**Does Manitoba really charge no corporate tax on small-business income?**

On income eligible for the small business deduction, Manitoba charges nothing, leaving only 9% federal, the lowest combined rate in Canada. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What happens to income above the $500,000 limit?**

27% combined: Manitoba’s 12% plus 15% federal. The 18-point step from 9% is the steepest in the country.

**Is RST the same as GST?**

No. RST is Manitoba’s separate 7% retail sales tax, with its own registration and returns, beside the 5% GST. RST on inputs is generally a cost; GST is generally recoverable.

**Do I owe RST on equipment bought in Alberta?**

Often yes. If goods come into Manitoba for business use without RST, the purchaser must self-assess and remit it; the invoice will not say so.

**When does the Manitoba payroll levy start?**

Employers with total yearly payroll of $2.5 million or less are exempt. Between $2.5 million and $5.0 million the levy is 4.3% of the excess, and above $5.0 million it is 2.15% of the entire payroll with no deduction.

**Do you have a Winnipeg office?**

No. EverStone serves Winnipeg corporations remotely. Manitoba corporate tax is collected through the federal return, which is prepared and transmitted electronically.

**Do you work with businesses outside Winnipeg itself?**

Yes. Steinbach, Selkirk and the surrounding Capital Region are served just like Winnipeg, through video, phone, email and a secure upload link, on the same fixed fees.
