# GST/HST filing in *Chilliwack*

The line between a basic grocery and a taxable snack is one of the most litigated boundaries in Canadian sales tax, and Chilliwack has more businesses sitting on it than almost anywhere else. Get the classification wrong across a product line and the error repeats every invoice. EverStone files GST and [PST](https://www2.gov.bc.ca/gov/content/taxes/sales-taxes/pst) for [Chilliwack businesses](https://www.everstonecpa.com/accountant-chilliwack) remotely.

**Quick answer:** Basic groceries are zero-rated under Canadian GST while prepared foods, snack foods and beverages are frequently taxable at 5%. A Chilliwack producer selling both is running two sales tax treatments through one till, and the classification has to be made product by product rather than by business type. GST/HST filing is included in monthly bookkeeping from $325 a month.

The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.

The classification attaches to the product, not to the business.

## One business, two sales tax treatments

Chilliwack’s food economy runs from raw production through processing to direct sale, and the sales tax treatment changes as the product moves along that chain. Unprocessed agricultural output and basic groceries are generally [zero-rated](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html). Prepared foods, snack items and many beverages are generally taxable. A single business frequently sells across the line, a producer with a farm gate outlet, a processor with a retail label, a bakery supplying both wholesale and a counter.

The classification attaches to the *product*, not the business. No election makes a farm’s whole output zero-rated or a processor’s whole output taxable. Each item is decided individually and then built into the point of sale and invoice template, or the error repeats until someone notices. A mid-year reclassification is usually retroactive, which is the expensive version.

## Mixed supplies mean input tax credits need thought too

Where all your sales are taxable or zero-rated, [input tax credits](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) are simple: you claim the GST you paid. Where some inputs produce **exempt** supplies, tax on them is not recoverable, and inputs used for both must be apportioned on a reasonable basis you can explain. Most Chilliwack food businesses are entirely taxable and zero-rated. Those also running something exempt, such as certain residential rents on a farm property, need the apportionment documented.

The other recurring issue is capital purchases. Processing equipment carries meaningful GST, and the credit is claimable in the period the tax becomes payable rather than when the asset is paid off. Registrants who wait for the financing to settle before claiming are simply deferring their own money. The [GST/HST, start to finish](https://www.everstonecpa.com/gst-hst-hub) annotates the underlying guides.

## PST is a separate registration with a separate answer

British Columbia’s 7% provincial sales tax runs alongside the federal 5% GST but does not follow it. Zero-rated for GST does not mean PST-exempt, and GST-taxable does not mean PST-taxable — the systems have different bases, administrators and returns. PST is collected by the BC Ministry of Finance, and PST paid on your inputs is generally a cost, not a recoverable credit.

For a processor buying machinery, packaging and supplies, that non-recoverable PST is a real cost of a non-harmonized province, and it belongs in pricing, not a year-end surprise. Both rates are tabled with sources on the [BC tax facts page](https://www.everstonecpa.com/bc-tax-facts), and the [BC PST guide](https://www.everstonecpa.com/blog/bc-pst-small-business-guide) covers who must register.

## What is included

- Product-level classification of sales as taxable, zero-rated or exempt
- GST/HST returns prepared and filed on your reporting schedule
- Input tax credits claimed, including on equipment in the period tax becomes payable
- Apportionment where any activity is exempt, documented so it can be explained
- BC PST registration and returns where PST applies to what you sell
- Both filings reconciled back to the bookkeeping rather than to a bank feed
- CRA and Ministry of Finance correspondence handled

## Remote, with no Chilliwack office

EverStone works online, with no Chilliwack location. Records arrive through secure exchange, questions are answered by email or a short video call, and returns are approved by e-signature. For a business running a processing floor or farm gate outlet, skipping the drive is the point. The same CPA holds the file, so a classification decided in March is applied in November.

## Who this is for, and who it is not

This fits a Chilliwack business that is registered, or about to be, and wants returns filed on the right frequency with input tax credits claimed. It does not fit if you want someone to press submit on unreconciled figures: a GST return is only as good as the books behind it. Filing and bookkeeping are both on [the published fee list](https://www.everstonecpa.com/pricing).

## Remote GST/HST filing

The firm serves Chilliwack remotely. **There is no Chilliwack office and no staff based there.** Everything runs by video call, phone and secure document exchange. Returns come from the same bookkeeping as the corporate return, so sales on the GST return match the financial statements.

Common questions

## Chilliwack GST and PST questions

**Are all food sales zero-rated for GST?**

No. Basic groceries are generally zero-rated, but prepared foods, snack foods and many beverages are frequently taxable at 5%. The classification attaches to the individual product rather than to the type of business selling it, so a single seller can easily have both treatments in one product list. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What happens if a product was classified wrongly for years?**

The correction is generally retroactive, so tax that should have been charged is still owed even though customers never paid it. That is why classification is worth settling before a product launches, not after a review.

**Can I claim GST on processing equipment before it is paid off?**

The input tax credit is generally claimable for the period in which the tax becomes payable, which is not the same as the period in which the financing is discharged. Waiting until an asset is paid off before claiming simply defers a refund you were already entitled to.

**Does a product being zero-rated for GST make it PST-exempt?**

No. GST and BC PST are separate systems with different bases and different administrators, so each treatment has to be determined on its own rules. Assuming one follows the other is a common source of both over-collection and under-collection in BC food businesses.

**How do I handle inputs used for both taxable and exempt activities?**

Apportion on a reasonable basis you can explain and apply consistently. Document the method at the time rather than reconstructing it later; a consistent, reasonable method is far easier to support than an accurate-looking number with no workings.

**Do you have an office in Chilliwack?**

No. EverStone serves Chilliwack businesses entirely remotely through video meetings, secure document exchange and e-signature. Sales tax filing is well suited to that, since everything involved is records and returns rather than anything physical.

**What does GST/HST filing cost in Chilliwack?**

The fee is the same in Chilliwack as anywhere else EverStone works. GST/HST filing is included in monthly bookkeeping from $325 a month. A standalone return is quoted in writing after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Chilliwack itself?**

Yes. Registrants in Sardis, Vedder Crossing, Yarrow, Rosedale and Agassiz file on the same schedule and at the same fee as Chilliwack businesses; nothing about the service depends on the municipality.
