# GST/HST filing in *Portage la Prairie*

Manitoba did not harmonize. A Portage la Prairie business charges 5% GST to the federal government and, where it applies, 7% retail sales tax to the province, on two registrations with two sets of returns — and unlike GST, the RST you pay does not come back. EverStone files both for [Portage la Prairie businesses](https://www.everstonecpa.com/accountant-portage-la-prairie) remotely, at a fee agreed in writing before the work starts.

**Quick answer:** For Portage la Prairie businesses, Manitoba charges 7% retail sales tax alongside the 5% federal GST. The two are separate registrations administered by separate governments with separate returns, and RST paid on business inputs is generally a cost rather than a recoverable credit the way GST is. GST/HST filing is included in monthly bookkeeping from $300 a month.

The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.

## RST is not PST and it is not HST

Manitoba’s provincial tax has its own name for a reason. **Retail sales tax**, at 7%, is administered by **Manitoba Finance** rather than the Canada Revenue Agency, and it sits beside the 5% GST as a second registration with its own returns and its own schedule. A Portage la Prairie business selling taxable goods therefore holds two sales tax accounts and answers to two governments about the same transaction. GST runs through the same federal system as everywhere else; RST is the provincial layer on top.

The commercial consequence is recovery. GST is a value-added tax: what a registrant pays on inputs comes back through [input tax credits](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html), so it never sticks to the business. **RST paid on business inputs is generally a cost rather than a recoverable credit.** That difference belongs in pricing, not in a year-end surprise. The rates and administrators are tabled with sources on the [Manitoba tax facts page](https://www.everstonecpa.com/manitoba-tax-facts).

## Zero-rated farm products, and the credits that still come back

Agriculture is a core sector around Portage la Prairie, and most basic farm products — grain, oilseeds and livestock raised for food among them — are zero-rated for GST. A farm charges no GST on those sales, but because they are taxable at 0% rather than exempt, a registered farm can still claim input tax credits on the GST it pays for fuel, repairs, equipment and services. Many registered farms file for refunds rather than payments. The [zero-rated versus exempt guide](https://www.everstonecpa.com/blog/zero-rated-vs-exempt-supplies-gst-hst-canada) sets out the difference.

The trap is the sale that is not a basic farm product. Custom work for a neighbour, equipment rental, trucking for others or a farm-gate stand selling prepared goods may carry GST, and the farm needs to charge it. A family running a farm and a side business through the same GST account has to sort each sale into the right bucket.

## Selling to a processor, a distributor or across the border

Much of what is grown and made around Portage la Prairie leaves the province or the country. Goods shipped to customers in other provinces carry GST or HST by destination rather than Manitoba RST, and goods exported outside Canada are generally zero-rated, provided you keep proof of export. A supplier selling to a processing plant in the city, a distributor in another province and a buyer in the United States can have three different answers on one month’s invoices. Billing has to be set up by destination, not by habit. The [exports and non-residents guide](https://www.everstonecpa.com/blog/gst-hst-on-exports-and-non-residents) covers the evidence the CRA expects.

## Two systems, two answers, one invoice

Because the two taxes have different bases, the treatment of any sale has to be decided twice. A supply that is taxable for GST is not automatically subject to RST, and a supply outside RST is not automatically outside GST. Manitoba’s RST also reaches certain services, so the assumption that provincial sales tax applies only to goods is a reliable way to under-collect. The usual failure is an invoicing or point-of-sale system configured once and never revisited as the product and service mix changed. Under-collection comes out of margin already earned; over-collection is money that is not the seller’s to keep.

## RST on what you buy from outside Manitoba

Where taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST, the buyer has to self-assess and remit it. For a Portage la Prairie business sourcing parts, tools or equipment from another province, the United States or online, this is routine and easily missed. Certain farm machinery and qualifying manufacturing machinery can be exempt, but only with the right documentation at the time of purchase. We review out-of-province purchases each period so the RST return reflects what is actually owed.

## Reconciling both, on two different calendars

The federal [reporting period](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) is assigned by the CRA on annual taxable supplies. Monthly and quarterly filers file and pay one month after the period ends. Annual filers file and pay three months after their fiscal year-end; the exception is a sole proprietor with a December 31 year-end, who files by June 15 with the balance due April 30. RST returns run on Manitoba Finance’s own schedule. A seasonal business that files annually can find a large GST balance falling due months after the season’s cash has been spent, so the frequency is worth choosing deliberately. Federal deadlines are on the [GST deadlines page](https://www.everstonecpa.com/gst-filing-deadlines), and the [Quick Method guide](https://www.everstonecpa.com/blog/gst-hst-quick-method-canada) explains when the simplified method helps.

The approach that works is one reconciliation covering both taxes each period: taxable sales by category under each system, tax collected by type, tax remitted by return, and differences explained while the records are fresh. Done every period it takes minutes; done once a year it takes days.

## What is covered

## Remote, with no Portage la Prairie office

EverStone is a one-CPA firm operating virtually. There is no Portage la Prairie office and no Manitoba presence. Businesses are served entirely online — records move through secure exchange, returns are reviewed by video meeting, and filings are approved by e-signature. One accountant holding both sales tax accounts is what keeps them consistent. See [how fees are set](https://www.everstonecpa.com/pricing) before you commit to anything.

Common questions

## Portage la Prairie GST and RST questions

**What is Manitoba RST and how does it differ from GST?**

Retail sales tax at 7%, administered by Manitoba Finance rather than the CRA and filed separately from the 5% GST. GST paid on business inputs comes back through input tax credits, while RST paid on inputs is generally a cost. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**Should a farm that sells only grain register for GST?**

Usually yes. Grain is zero-rated, so no GST is charged, but registration lets the farm recover the GST it pays on fuel, repairs, equipment and services. Registered farms commonly receive refunds.

**Do we charge RST on goods shipped out of Manitoba?**

Generally not, because RST applies to goods delivered in Manitoba. GST or HST applies by destination inside Canada, and exports are usually zero-rated. Keep proof of delivery or export for each shipment.

**Does RST apply to services?**

Manitoba’s retail sales tax reaches certain services rather than applying only to goods. Assuming provincial sales tax stops at goods is a reliable way to under-collect.

**Do the GST and RST returns share deadlines?**

No. The CRA assigns your GST reporting period based on annual taxable supplies, while RST returns follow Manitoba Finance’s own schedule. Tracking both on one calendar prevents one quietly lapsing.

**Is there an EverStone office in Portage la Prairie?**

No. The firm serves Portage la Prairie businesses entirely remotely through video meetings, secure document exchange and e-signature.

**What does GST/HST filing cost in Portage la Prairie?**

GST/HST filing is included in monthly bookkeeping from $300 a month. A standalone return is quoted in writing after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside the city itself?**

Yes. Registrants in the RM of Portage la Prairie, Southport, Oakville and MacGregor file on the same schedule and at the same fee; nothing about the service depends on the municipality.

## Who this is for, and who it is not

This fits a Manitoba business dealing with GST and RST together, including farms with zero-rated sales and suppliers who sell out of province. It does not fit a company that only ever sells outside the province — [the federal side alone](https://www.everstonecpa.com/gst-hst-filing-services) is a simpler engagement.

## What happens when you get in touch

Manitoba adds RST to the picture, so the first conversation covers both.

- **A free first conversation.** What you sell, where it goes, what is filed and what is overdue. You leave with a fixed fee in writing and no obligation to take it.

- **Access, in the first week.** We are [authorized with the CRA](https://www.everstonecpa.com/forms/aut-01), so notices and balances get looked up rather than requested from you. If you are [switching firms](https://www.everstonecpa.com/switching-accountants), your file is requested the same week.

- **Current, then ahead.** Anything overdue scheduled oldest first, and the next twelve months of GST and RST deadlines set before they arrive.
