# GST/HST filing in *Steinbach*

Steinbach is the place the Southeast comes to shop, and a lot of local businesses collect sales tax every day. In Manitoba that means two taxes: the 5% federal GST, and a separate 7% provincial retail sales tax run by Manitoba Finance, none of which comes back to you as a credit. EverStone files both for [Steinbach businesses](https://www.everstonecpa.com/accountant-steinbach) remotely, at a fee agreed in writing before the work starts.

**Quick answer:** For Steinbach businesses, Manitoba charges 7% retail sales tax alongside the 5% federal GST. There is no HST. The two are separate registrations with separate returns, and RST paid on business inputs is generally a cost rather than a recoverable credit the way GST is. GST/HST filing is included in monthly bookkeeping from $300 a month.

The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.

## Who files sales tax in Steinbach

The City of Steinbach’s community plan describes the city as a regional commercial centre and lists retail trade, manufacturing, construction and transportation and warehousing among the largest fields its residents work in. It also sets aside highway commercial land along PTH 12 and PTH 52 and space for businesses that serve the agricultural community. Every one of those businesses deals with GST; most deal with RST as well. A store or dealership charges both at the till. A manufacturer sells to other businesses and to customers in other provinces. A builder charges GST on its contracts and pays RST on materials. A carrier charges GST on freight. The rules are the same everywhere in Manitoba, but the way they bite depends on what you sell and to whom.

## RST is not PST and it is not HST

Manitoba’s provincial tax has its own name for a reason. **Retail sales tax**, at 7%, is administered by **Manitoba Finance** rather than the Canada Revenue Agency, and it sits beside the 5% GST as a second registration with its own returns and its own schedule. A Steinbach business selling taxable goods therefore holds two sales tax accounts, files two sets of returns, and answers to two different governments about the same transaction. GST in Steinbach runs through the same federal system as everywhere else — the twist is RST, which is provincial and separate.

The consequence that matters commercially is recovery. GST is a value-added tax: what a registrant pays on inputs comes back through [input tax credits](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html), so it never sticks to a business. **RST paid on business inputs is generally a cost rather than a recoverable credit.** For a Steinbach shop buying equipment, a builder buying tools, or a carrier buying parts, the RST is part of what the thing really cost, and it belongs in pricing rather than being discovered at year-end. The rates and administrators are tabled with sources on the [Manitoba tax facts page](https://www.everstonecpa.com/manitoba-tax-facts).

## Two systems, two answers, one invoice

Because the two taxes have different bases, the treatment of any given sale has to be determined twice. A supply that is taxable for GST is not automatically subject to RST, and a supply outside RST is not automatically outside GST. Manitoba’s RST also reaches certain services rather than applying only to goods, which surprises owners who assume provincial sales tax stops at the shelf.

The failure mode is almost always a point-of-sale or invoicing system configured once and never revisited as the product and service mix changed — a store that added installation, a shop that added repair work, a dealer that added extended warranties. Under-collection leaves the seller owing tax it never charged, out of margin already earned. Over-collection is money taken from customers that is not the seller’s to keep. Both come from the same root cause, and both are fixed by reviewing the catalogue once against each system rather than assuming one follows the other.

## Exemptions and self-assessment

Two RST rules matter especially in a manufacturing and trades town. First, goods bought for resale, and materials that become part of a product you manufacture, can often be bought without RST when the exemption is properly documented at the time of purchase. Paying RST on them out of habit is a cost you did not owe. Second, when taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST — common with equipment, parts and supplies bought online or from another province — the purchaser must self-assess and remit it. Nothing on the invoice flags it. We review out-of-province purchases each period so the liability is reported as it arises rather than found in an audit.

## Sales outside Manitoba

Steinbach manufacturers and carriers often sell or deliver outside the province. GST applies the same way in every province, but a sale to a customer in an HST province is charged HST at that province’s rate rather than GST, based on where the supply is made. Exports outside Canada are generally zero-rated. Getting the place-of-supply right on the invoice is what keeps the GST34 accurate. [GST/HST on exports and non-resident customers](https://www.everstonecpa.com/blog/gst-hst-on-exports-and-non-residents) covers the evidence to keep.

## Reconciling both, on two different calendars

The federal [reporting period](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) is assigned by the CRA on annual taxable supplies. Monthly and quarterly filers file and pay one month after the period ends. Annual filers file and pay three months after their fiscal year-end, so March 31 for a corporation with a December 31 year-end. The exception is a sole proprietor with a December 31 year-end, who files by June 15 with the balance due April 30. Annual filers with larger balances may also have GST instalments to pay through the year. Manitoba’s RST returns run on Manitoba Finance’s own schedule, independently.

The approach that works is a single reconciliation exercise covering both: taxable sales by category under each system, tax collected by type, tax remitted by return, differences explained while the records are still fresh. Done every period it takes minutes; done once a year it takes days. Federal deadlines by frequency are set out on the [GST deadlines page](https://www.everstonecpa.com/gst-filing-deadlines), and the [GST/HST hub](https://www.everstonecpa.com/gst-hst-hub) annotates the underlying guides.

## Small suppliers and the Quick Method

A new Steinbach sole proprietor or side business may not have to register for GST until taxable sales pass the small-supplier threshold, though registering early lets you claim input tax credits on start-up purchases. Some small service businesses benefit from the Quick Method, which simplifies the GST calculation in exchange for giving up most input tax credits. Whether it saves money depends on your margins, so we run the comparison. [The GST Quick Method](https://www.everstonecpa.com/blog/gst-hst-quick-method-canada) walks through a worked example.

## What is covered

- GST and Manitoba RST registration, or review of existing registrations
- Product and service categories assessed separately under each system
- GST returns filed on your assigned CRA reporting period
- RST returns filed on the Manitoba Finance schedule
- Input tax credits claimed federally on purchases and capital assets
- Resale and manufacturing exemptions documented; self-assessment on out-of-province purchases
- Both filings reconciled to the sales ledger in a single exercise each period

## Remote, with no Steinbach office

EverStone is a fully virtual CPA firm serving BC, Alberta, Ontario and Manitoba. There is no Steinbach office and no local staff. Steinbach businesses are served entirely online — records move through secure exchange, returns are reviewed by email or a short video call, and filings are approved by e-signature. Running two sales tax systems well is a matter of doing the same reconciliation properly every period, and one accountant holding both accounts is what makes that consistent. Businesses that also sell in the city are handled the same way as our [Winnipeg GST and RST](https://www.everstonecpa.com/gst-hst-filing-winnipeg) clients. Common questions

## Steinbach GST and RST questions

**What is Manitoba RST and how does it differ from GST?**

Retail sales tax at 7%, administered by Manitoba Finance rather than the CRA and filed separately from the 5% GST. The structural difference is recovery: GST paid on business inputs comes back through input tax credits, while RST paid on inputs is generally a cost. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**Does a Steinbach business need two sales tax registrations?**

Generally yes, where it sells taxable goods or services in Manitoba. The province did not harmonize, so the two run in parallel as separate accounts with separate returns and separate schedules rather than as a single combined filing.

**Does RST apply to services?**

Manitoba’s retail sales tax reaches certain services rather than applying only to goods. Assuming provincial sales tax stops at goods is a reliable way to under-collect.

**Can RST paid on purchases be claimed back?**

No. There is no input tax credit mechanism for Manitoba RST, so it stays in the cost of what you bought. Where an exemption applies — goods for resale, or materials for manufacturing — the way to save it is not to pay it in the first place, with the paperwork in order.

**Do the GST and RST returns share deadlines?**

No. The CRA assigns your GST reporting period based on annual taxable supplies, while RST returns follow Manitoba Finance’s own schedule. Tracking both on one calendar is what prevents one being filed diligently while the other quietly lapses.

**Is there an EverStone office in Steinbach?**

No. The firm serves Steinbach businesses entirely remotely through secure document exchange, e-signature and video meetings when they help.

**What does GST/HST filing cost in Steinbach?**

Steinbach businesses pay the same published fees as everyone else. GST/HST filing is included in monthly bookkeeping from $300 a month. A standalone return is quoted in writing after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Steinbach itself?**

Yes. Registrants in Hanover, Niverville, Mitchell, Blumenort and the rest of the Southeast file on the same schedule and at the same fee as Steinbach businesses; nothing about the service depends on the municipality.

## Who this is for, and who it is not

This fits a Steinbach business dealing with GST and RST together. It does not fit a company that only ever sells outside the province — [the federal side alone](https://www.everstonecpa.com/gst-hst-filing-services) is a simpler engagement.

## What happens when you get in touch

Manitoba adds RST to the picture, so the first exchange covers both.

- **An email enquiry.** What you sell, what is filed and what is overdue. You receive a fixed fee in writing and no obligation to take it.

- **Access, in the first week.** Once you [authorize us with the CRA](https://www.everstonecpa.com/forms/aut-01) through My Business Account, notices and balances get looked up rather than requested from you. If you are [switching firms](https://www.everstonecpa.com/switching-accountants), your file is requested the same week.

- **Current, then ahead.** Books set up or brought current, anything overdue scheduled oldest period first, and the next twelve months of GST and RST deadlines set before they arrive.
