# GST/HST filing in *Winnipeg*

Manitoba did not harmonize. Its provincial RST is run by Manitoba Finance, and unlike GST none of it comes back to you. EverStone files both for [Winnipeg businesses](https://www.everstonecpa.com/accountant-winnipeg) remotely, at a fee agreed in writing first.

**Quick answer:** For Winnipeg businesses, Manitoba charges 7% retail sales tax alongside the 5% federal GST. The two are separate registrations administered by separate governments with separate returns, and RST paid on business inputs is generally a cost rather than a recoverable credit the way GST is. GST/HST filing is included in monthly bookkeeping from $325 a month.

The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.

Assuming one tax follows the other is the root of both errors.

## RST is not PST and it is not HST

Manitoba’s provincial tax has its own name for a reason. **Retail sales tax**, at 7%, is administered by **Manitoba Finance**, not the Canada Revenue Agency, and sits beside the 5% GST as a second registration with its own returns and schedule. A Winnipeg business selling taxable goods holds two sales tax accounts, files two sets of returns and answers to two governments on the same transaction.

GST is value-added: what a registrant pays on inputs comes back through [input tax credits](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html). **RST paid on business inputs is generally a cost rather than a recoverable credit.** So the same business has a higher cost base in Manitoba than in a harmonized province, because RST on supplies, equipment and some services stays in. Price it in rather than finding it at year-end. Rates and administrators are on the [Manitoba tax facts page](https://www.everstonecpa.com/manitoba-tax-facts).

## Two systems, two answers, one invoice

Because the two taxes have different bases, each sale is assessed twice. A GST-taxable supply is not automatically subject to RST, and one outside RST is not automatically outside GST. RST also reaches some services other provinces treat differently, a common trap for businesses moving into or expanding in Manitoba, where provincial sales tax does not stop at goods.

The failure is almost always a point-of-sale or invoicing system set up once and never revisited as the product and service mix changed. Under-collection leaves the seller owing tax it never charged, out of earned margin. Over-collection takes money from customers that the seller cannot keep. Both are fixed by reviewing the catalogue once against each system.

## Reconciling both, on two different calendars

The CRA sets the federal [reporting period](https://www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4022.html) by annual taxable supplies. Monthly and quarterly filers file and pay one month after the period; annual filers have three months, so March 31 for a corporation with a December 31 year-end. A sole proprietor with a December 31 year-end files by June 15 and pays by April 30. RST follows Manitoba Finance’s own schedule. Treat them as unrelated errands and neither reconciles.

One reconciliation should cover both: taxable sales by category under each system, tax collected, tax remitted and differences explained while fresh. Each period it takes minutes; yearly, days. See the [GST deadlines page](https://www.everstonecpa.com/gst-filing-deadlines) and the [GST/HST hub](https://www.everstonecpa.com/gst-hst-hub).

## What is covered

- GST and Manitoba RST registration, or review of existing registrations
- Product and service categories assessed separately under each system
- GST returns filed on your assigned CRA reporting period
- RST returns filed on the Manitoba Finance schedule
- Input tax credits claimed federally on purchases and capital assets
- Non-recoverable RST identified so it sits in costing rather than being missed
- Both filings reconciled to the sales ledger in a single exercise each period

## Remote, from two provinces away

EverStone is a virtual sole practitioner CPA firm with no Winnipeg office or Manitoba presence. Winnipeg businesses are served online: secure records exchange, video-call reviews and e-signature approvals. Running two sales tax systems well means doing the same reconciliation every period, and one accountant holding both accounts keeps it consistent. See [how fees are set](https://www.everstonecpa.com/pricing) before committing.

## Who this is for, and who it is not

This fits a Manitoba business dealing with GST and RST together. It does not fit a company that only ever sells outside the province — [the federal side alone](https://www.everstonecpa.com/gst-hst-filing-services) is a simpler engagement.

## What happens when you get in touch

Manitoba adds RST to the picture, so the first conversation covers both.

- **A free thirty-minute conversation.** What you do, what is filed and what is overdue. You leave with a fixed fee in writing and no obligation to take it.

- **Access, in the first week.** We are [authorized with the CRA](https://www.everstonecpa.com/forms/aut-01), so notices and balances get looked up rather than requested from you. If you are [switching firms](https://www.everstonecpa.com/switching-accountants), your file is requested the same week.

- **Current, then ahead.** Books set up or brought current, anything overdue scheduled oldest year first, and the next twelve months of deadlines set before they arrive.

Common questions

## Winnipeg GST and RST questions

**What is Manitoba RST and how does it differ from GST?**

Retail sales tax at 7%, run by Manitoba Finance and filed apart from the 5% GST. GST on inputs is recovered; RST on inputs is generally a cost. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**Does a Winnipeg business need two sales tax registrations?**

Generally yes, where it sells taxable goods. Manitoba did not harmonize its provincial tax with the federal one, so the two run in parallel as separate accounts with separate returns and separate schedules rather than as a single combined filing.

**Does RST apply to services?**

Manitoba’s retail sales tax reaches certain services rather than applying only to goods, which is one of the more common surprises for a business expanding into the province. Assuming provincial sales tax stops at goods is a reliable way to under-collect.

**Can RST paid on purchases be claimed back?**

No. Manitoba RST has no input tax credit mechanism, so it stays in the cost of what you bought. It is a real operating cost, not a pass-through, and belongs in pricing.

**Do the GST and RST returns share deadlines?**

No. The CRA assigns your GST reporting period based on annual taxable supplies, while RST returns follow Manitoba Finance’s own schedule. Tracking both on one calendar is what prevents the situation where one is filed diligently and the other quietly lapses.

**Is there an EverStone office in Winnipeg?**

No. The firm serves Winnipeg businesses entirely remotely through video meetings, secure document exchange and e-signature. No Manitoba location exists or is planned.

**What does GST/HST filing cost in Winnipeg?**

Winnipeg businesses pay the same published fees as everyone else. GST/HST filing is included in monthly bookkeeping from $325 a month. A standalone return is quoted in writing after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Winnipeg itself?**

Yes. Registrants in Steinbach, Selkirk and the surrounding Capital Region file on the same schedule and at the same fee as Winnipeg businesses; nothing about the service depends on the municipality.
