# Accountant for *Winnipeg* manufacturers

Winnipeg has a long manufacturing tradition: buses and aerospace parts, farm equipment, food processing, metal fabrication and furniture, much of it shipped well beyond Manitoba. Shops that make things share accounting problems a service business never sees — stock sitting in three stages at once, jobs that need costing, and machinery that drives the tax bill.

EverStone is a CPA firm serving [Winnipeg businesses](https://www.everstonecpa.com/accountant-winnipeg) remotely, at fixed fees agreed before work begins.

**Quick answer:** A Winnipeg manufacturer’s year-end turns on inventory valued properly across raw materials, work in progress and finished goods. Machinery has to be claimed in the right CCA class at the right time, and SR&ED claimed on process improvements that qualify. Payroll has to stay on top of the Manitoba levy and WCB. EverStone handles those with the T2, GST and RST filings, at a fixed fee. Published fees start at $325 a month for bookkeeping and $125 for a personal return.

For a one-owner Winnipeg manufacturer, monthly bookkeeping, payroll and the year-end T2 with statements usually cost from $500 to $700 a month all-in. The year-end covers the T2 with Schedule 1 and Schedule 50, the CCA schedule, the small business deduction, T4 or T5 slips for the owner’s pay, and the instalments for the year ahead.

Shops that also haul their own product should read the [Winnipeg trucking page](https://www.everstonecpa.com/trucking-accountant-winnipeg), and fabricators doing installation work share questions with [Winnipeg contractors](https://www.everstonecpa.com/contractor-accountant-winnipeg).

## Inventory in three stages at once

At any year-end a plant holds raw materials, partly finished jobs and finished goods waiting to ship. Each has to be counted and valued, and the valuation of work in progress is where most of the judgement lies: the materials already issued, the labour already spent, and a fair share of overhead. Get it wrong and profit moves between years, which moves tax with it.

We set up a costing method you can repeat every month, not one invented at year-end, and a count procedure that the floor supervisor can run without stopping production for long. The [year-end inventory count guide](https://www.everstonecpa.com/blog/year-end-inventory-count-canada) explains what the count must support on the return, and [financial statements in Winnipeg](https://www.everstonecpa.com/financial-statements-winnipeg) covers how inventory appears to a lender.

## Job costing that shows which work pays

Many Winnipeg shops quote custom work, and the quote is only as good as the last job’s actual cost. That needs labour hours booked to jobs, materials issued to jobs, and machine time charged at a rate that reflects what the equipment really costs to run. Without it, the busiest customer can quietly be the least profitable.

Once the data exists, the monthly report shows margin by job, by customer and by product line. That is the report owners use to reprice, and it is the one bankers ask about when you apply for an operating line. See [job and product margin work](https://www.everstonecpa.com/pricing-and-margin-analysis) and [management reporting](https://www.everstonecpa.com/management-reporting).

## Machinery, CCA and the timing of a purchase

Production machinery is recovered through [capital cost allowance](https://www.everstonecpa.com/glossary#cca), and manufacturing and processing equipment has its own accelerated class. The claim starts when the machine is available for use, not when it is ordered or paid for, so a line installed after year-end waits a year. Buildings used for manufacturing have their own rules; see the [update on manufacturing buildings](https://www.everstonecpa.com/tax-update/immediate-expensing-manufacturing-buildings).

Manitoba adds two provincial layers. Qualifying machinery used in manufacturing can be exempt from the 7% RST when the conditions are met, and Manitoba offers its own manufacturing investment credit on eligible equipment. Both depend on documentation at the time of purchase, so talk to us before the order, not after installation. Selling a replaced machine can bring back earlier claims as recapture.

Where product goes matters too. Goods shipped to customers in other provinces carry GST or HST by destination rather than Manitoba RST, and goods exported outside Canada are generally zero-rated, provided you keep proof of export. A plant that sells across the Prairies and into the United States needs its billing set up by destination. The [exports and non-residents guide](https://www.everstonecpa.com/blog/gst-hst-on-exports-and-non-residents) covers the rules, and [lender readiness](https://www.everstonecpa.com/financing-and-lender-readiness) covers what a bank will want to see before financing new equipment.

## SR&ED on the shop floor

SR&ED is not only for software. A plant that tries to solve a real technical problem — a new welding process for a difficult alloy, a change to a food line that had to be tested and failed twice before it worked — may have qualifying work. The claim goes on Form T661 with the T2, and a Canadian-controlled private corporation can earn an enhanced refundable credit. Manitoba has its own research and development credit on top.

Government grants and assistance for the same project reduce the eligible base, and routine trouble-shooting or quality control does not qualify. The records that win the claim are the engineering notes and trial results kept at the time, tied to the hours of the staff involved. The [SR&ED expenditure limit update](https://www.everstonecpa.com/tax-update/sred-expenditure-limit) covers recent changes.

## Payroll, the levy and WCB Manitoba

A growing shop floor brings shift premiums, overtime and a steady flow of hires and departures. Source deductions have to be remitted on the CRA’s schedule, T4s are due by the last day of February, and WCB Manitoba premiums are based on assessable payroll. Once annual Manitoba remuneration passes the exemption, the Health and Post-Secondary Education Tax Levy applies; the thresholds are on the [Manitoba tax facts page](https://www.everstonecpa.com/manitoba-tax-facts). Associated companies share that exemption.

[Payroll in Winnipeg](https://www.everstonecpa.com/payroll-services-winnipeg) covers the mechanics, and the [fractional CFO service](https://www.everstonecpa.com/cfo-services-winnipeg) covers capacity planning when a second shift is on the table.

| Item | Why it matters |

| Work in progress | Materials, labour and overhead valued consistently |

| Job costing | Shows which jobs and customers actually pay |

| Machinery | Accelerated CCA from the date it is available for use |

Common questions

## Winnipeg accounting for manufacturers FAQ

**How should we value work in progress at year-end?**

Consistently, using the materials issued, the labour booked and a reasonable share of production overhead. The method matters less than applying it the same way every year, with records that support it. We set a method you can repeat monthly. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**Do we charge RST on product shipped out of Manitoba?**

Generally not, because RST applies to goods delivered in Manitoba. The destination province may have its own sales tax rules, and GST still applies inside Canada, while exports are usually zero-rated. Keep proof of delivery for every out-of-province shipment.

**Is our new machinery exempt from RST?**

Qualifying manufacturing machinery can be exempt from Manitoba RST when the conditions are met, but the exemption has to be supported at the time of purchase. Check before the order is placed, and keep the paperwork with the invoice.

**Can process improvements qualify for SR&ED?**

Yes, if the work set out to resolve a technological uncertainty through systematic testing. Routine adjustments, quality control and trouble-shooting do not qualify. Keep trial notes and staff hours as the work happens.

**When does the Manitoba payroll levy start?**

Once annual remuneration in Manitoba passes the exemption, with a reduced rate in the band above it and a full rate beyond that. The figures are on the Manitoba tax facts page. Associated employers share one exemption.

**Do you work with manufacturers outside the city?**

Yes — Winnipeg, Steinbach, Selkirk and the surrounding Capital Region, and elsewhere in BC, Alberta, Ontario and Manitoba. Everything runs online, which suits a plant that cannot spare the owner for an afternoon.

**Do you work with businesses outside Winnipeg itself?**

Yes. Manufacturers in Steinbach, Selkirk and the surrounding Capital Region are served the same way as those in Winnipeg, remotely and at the same fixed fees.
