# Payroll services in *Fort McMurray*

Alberta charges no provincial payroll tax, which makes a Fort McMurray payroll structurally simpler than the same payroll in Vancouver or Toronto. What it does not make simpler is everything the work here adds: rotation schedules, camp and travel arrangements, crews that are hired for a shutdown and laid off after it, and Alberta’s own general holiday formula. EverStone runs payroll for [Fort McMurray businesses](https://www.everstonecpa.com/accountant-fort-mcmurray) remotely.

**Quick answer:** Alberta levies no employer payroll health tax, so a Fort McMurray employer’s statutory costs are CPP, EI and WCB-Alberta premiums. Alberta general holiday pay is at least 4.2% of wages, vacation pay and general holiday pay earned in the four weeks immediately before the holiday. Rotation work adds records of employment, special work site lodging and travel to get right. Payroll is included in monthly bookkeeping from $300 a month.

Payroll for Fort McMurray employers is part of our monthly package, which starts from $300 a month with the bookkeeping and GST filings included.

## What Alberta does not charge

Alberta levies no employer payroll health tax. For a Fort McMurray employer, the statutory cost of employing someone is CPP and EI on both the employee and employer sides, plus WCB-Alberta premiums. Nothing provincial is layered on top of the wage bill. For a contractor whose largest expense is labour, that absence is worth knowing in numbers: a British Columbia employer with $2,000,000 of remuneration pays employer health tax at 1.95% on the whole amount, while the same payroll in Alberta attracts no equivalent provincial charge at all. The figures on both sides are on the [Alberta tax facts page](https://www.everstonecpa.com/alberta-tax-facts).

The province of employment still matters for withholding. Employees who report to a work location in Alberta are generally taxed at source using the Alberta tables, even when their home is in another province. The difference is settled on their own T1 at year end, which is why a worker who lives in a higher-tax province can owe a balance in April despite a full year of correct Alberta withholding. Explaining that to a crew before tax season saves a lot of questions afterwards.

## Rotations, overtime and the pay period

Rotation schedules — a run of long shifts on site followed by days off — do not line up neatly with weekly or bi-weekly pay periods. A worker can earn most of a month’s pay in one period and almost none in the next. That affects three things. Withholding on the heavy period can look high because the tables assume the pay is recurring. Overtime has to be calculated on Alberta’s employment standards rules for each day and week actually worked, or under an averaging arrangement where one is properly in place, not by an approximation applied to the whole rotation. And vacation pay has to be calculated on the right base and tracked as a liability rather than paid out ad hoc.

The fix is clean timekeeping by day and by job, posted to payroll each period, so the pay stub, the job cost and the record of employment all come from the same hours. It is far easier to set up before the next shutdown than to rebuild from paper timesheets afterwards.

## Camp lodging, travel and special work sites

Board, lodging and transportation provided to employees are normally taxable benefits. Where the employment is at a special work site or a remote location and the conditions in the Income Tax Act are met, those benefits can be exempt; the employer documents the position on form [TD4](https://www.canada.ca/en/revenue-agency/services/forms-publications/forms/td4.html) and keeps it on file. Living-out allowances, per diems and travel reimbursements are a separate question again: some are non-taxable when they are reasonable and tied to the conditions of the work, and some are simply wages under another name.

Getting this wrong shows up in two places. On the T4, where a benefit that should have been included is missing, or one that was exempt was taxed. And on a CRA payroll audit, where the employer is assessed for the unremitted deductions plus penalties and interest. We review the arrangements once, document the basis, and code each payment type to its own payroll item so the slips are right without anyone re-deciding it every pay run.

## General holiday pay: Alberta’s 4.2% formula

Alberta recognizes **nine general holidays**, with four further optional days an employer may choose to treat as general holidays. General holiday pay for a general employee is at least **4.2% of the wages, vacation pay and general holiday pay earned in the four weeks immediately preceding the general holiday**. The base is not simply wages: it includes vacation pay and earlier general holiday pay. For a rotation worker, those four weeks may include a heavy run on site or a long stretch at home, so the result can differ sharply from one holiday to the next. That is correct, and it is exactly where a national payroll template quietly produces the wrong number.

Whether the optional holidays apply should be a written policy, not a decision made the week the day falls. Employees on a rotation that spans a holiday also need a clear answer on whether they worked it or were scheduled off, because the entitlement differs.

## WCB-Alberta

Workers’ compensation in Alberta is administered by **WCB-Alberta**, with premiums set by industry classification and charged on assessable earnings. Registration and reporting are separate from your CRA accounts entirely. For contractors, account standing matters beyond your own premiums: operators and prime contractors commonly ask for proof of good standing before you go on site, and a hiring contractor that pays a subcontractor without checking theirs can inherit the liability. Assessable earnings reported to WCB should reconcile to the payroll ledger every year.

## Hiring for a shutdown, and the layoff after it

Maintenance seasons produce a hiring surge and, a few weeks later, a batch of layoffs. Each departure needs a **record of employment** with insurable hours and earnings reported by pay period, issued on time so the worker can claim EI. Final pay has to include outstanding vacation pay and any termination pay owed under Alberta’s employment standards. Employers who keep clean pay-period records produce a batch of ROEs in an afternoon; employers who do not spend a week reconstructing them during the busiest point of the year. New hires need a TD1 federal and Alberta form on file, a confirmed SIN and correct WCB classification from the first shift. [Final pay on termination](https://www.everstonecpa.com/blog/terminating-an-employee-canada-final-pay) covers the mechanics.

## What the engagement covers

- Pay runs with the correct provincial tables for each employee’s province of employment
- Income tax, CPP and EI withheld and remitted on your assigned CRA schedule
- Overtime and vacation pay calculated on the hours actually worked
- General holiday pay on the Alberta 4.2% basis, including an optional-holiday policy
- Camp lodging, travel and allowances reviewed and coded, with TD4 support where it applies
- WCB-Alberta assessable earnings reconciled to the payroll ledger
- Records of employment issued from pay-period records, including layoff batches
- T4 and T4A slips and summaries filed by the last day of February

## Remote, and there is no Fort McMurray office

EverStone is a fully virtual, one-CPA firm. There is no Fort McMurray office to visit. Employers are served entirely online, by email, video call, secure document exchange and e-signature. Payroll travels well remotely because the inputs are data and the outputs are documents: timesheets come in by upload or export, pay stubs and slips go out electronically. One accountant holds the file from the first remittance through to the February slips. The [deduction calculator](https://www.everstonecpa.com/payroll-deduction-calculator) is there if you want to check a single cheque yourself.

## Who this suits, and who it does not

This is for a Fort McMurray employer with a core crew that grows and shrinks with the work: a site-services contractor, a trades company, a hauling or equipment operator, a camp-support business, or a restaurant or shop with part-time staff. You want rotations paid correctly, layoff ROEs produced quickly and T4s that match the ledger. A large unionized workforce on dedicated shift-scheduling software needs a payroll platform built for that, and we will say so in the first conversation.

Shutdown payrolls swing with contract timing, so the remittances belong on [forecasting the cash it needs](https://www.everstonecpa.com/cash-flow-management).

Common questions

## Fort McMurray payroll questions

**Does Alberta charge an employer health tax?**

No. A Fort McMurray employer’s statutory employment costs are CPP and EI on both sides plus WCB-Alberta premiums, with nothing provincial charged on the wage bill itself. [Ask about your case →](https://www.everstonecpa.com/quick-question) [See the published fees](https://www.everstonecpa.com/pricing).

**Is camp accommodation taxable for my employees?**

Normally board and lodging is a taxable benefit, but it can be exempt where the work is at a special work site or remote location and the conditions are met. The employer documents this on form TD4. Allowances and per diems are a separate question and need their own review.

**How is general holiday pay calculated in Alberta?**

At least 4.2% of the wages, vacation pay and general holiday pay earned in the four weeks immediately before the general holiday. For rotation workers the result can change a lot from one holiday to the next, depending on where the four weeks fall in the rotation.

**My workers live in another province. Which tax tables apply?**

Generally the tables for the province of employment, which for someone reporting to a work location in Alberta is Alberta. Their actual provincial tax is settled on their own return based on where they lived on December 31.

**How fast can you issue ROEs after a shutdown?**

As fast as the pay-period records allow. When hours and earnings are posted each period, a batch of records of employment is quick work. When they are not, the hours have to be rebuilt first, which is the part that takes time.

**Does EverStone have a Fort McMurray office?**

No. The firm serves Fort McMurray employers remotely by email, video call, secure file exchange and e-signature. Nothing in a payroll engagement requires a physical meeting.

**Do you work with employers outside Fort McMurray itself?**

Yes. Employers in Anzac, Fort McKay, Conklin, Janvier, Fort Chipewyan and elsewhere in Wood Buffalo are served exactly the same way, remotely and at the same fixed fees.
