# Payroll services in *Guelph*

A Guelph manufacturer adding a shift, a contractor taking on apprentices for the season, and a restaurant in Elora staffing up for the summer all hit the same Ontario payroll rules at different speeds. The one that costs money most often is employer health tax, where the rate is chosen using payroll *before* the exemption. EverStone runs payroll for [Guelph businesses](https://www.everstonecpa.com/accountant-guelph) remotely, on a written fixed scope.

**Quick answer:** Guelph employers withhold income tax, CPP and EI from each pay, remit them to the CRA on their assigned schedule, issue T4 slips after the calendar year, and pay Ontario employer health tax once Ontario payroll passes the $1,000,000 exemption. WSIB coverage is separate again. For a Guelph business, payroll is included in monthly bookkeeping from $300 a month; a payroll-only engagement is quoted by headcount and pay frequency.

Payroll covers the source deductions for CPP, EI premiums and income tax, the PD7A remittances to the CRA, the year-end T4 and T4A slips, ROEs when people leave, and access through My Business Account.

## Who runs payroll in Guelph, and how it changes

Guelph’s private employers lean towards manufacturing, food and agri-innovation businesses, construction and the trades, and technology and professional firms, with a large public sector around them. In Wellington County, agriculture and manufacturing are the main sectors and Fergus and Elora are established tourism destinations. Each pattern stresses payroll differently. A manufacturer has shift premiums, overtime and a headcount that steps up with a new contract. A contractor has apprentices, a busy season and a quieter winter. A tourism or hospitality business has a summer peak and students who come and go. A farm may have family members on payroll alongside seasonal help.

What they share is that payroll errors compound. A wrong tax code or a missed remittance is repeated every pay run until someone notices, and penalties and interest are assessed per remittance. The engagement is built to catch those at the first pay, not the T4.

## The Ontario employer health tax rate is chosen before the exemption

Ontario’s employer health tax is graduated rather than flat, and the order of operations is where employers lose money. You select your rate from the band table using **total Ontario remuneration before any exemption is deducted**. Only then do you subtract the exemption and apply the chosen rate to what remains. Reading the table the intuitive way — deducting the exemption first, then finding your band — puts you in a lower band than you belong in and understates the tax.

The bands run from 0.98% on [Ontario payroll](https://www.ontario.ca/document/employer-health-tax-eht) up to $200,000, through a series of steps between $200,000.01 and $400,000, to 1.95% on payroll over $400,000. The exemption is $1,000,000. No exemption at all is available where the employer or its associated group has more than $5,000,000 of annual Ontario payroll, and associated employers must file an allocation agreement to share the single exemption. All of it is tabled with its source on the [Ontario tax facts page](https://www.everstonecpa.com/ontario-tax-facts).

## Groups, and the exemption that belongs to all of them

Family groups are common among Guelph and Wellington County businesses: an operating company with a sister company that owns the building, a farm corporation alongside a custom-work or trucking company, a manufacturer that bought a competitor and kept it as a separate corporation. Where the companies are associated, the employer health tax exemption belongs to the group, not to each company. Without an allocation agreement, each entity can end up claiming a full exemption it is not entitled to, and a group that crosses $5,000,000 of combined Ontario payroll loses the exemption outright. The calculation has to be done at group level and then allocated, in that order. The [associated corporations](https://www.everstonecpa.com/blog/associated-corporations-small-business-deduction) note covers the parallel issue on the corporate tax side.

## WSIB, and the federal deductions underneath

Workplace coverage in Ontario runs through the **Workplace Safety and Insurance Board**, which is entirely separate from the Ministry of Finance and carries its own registration, classification and clearance obligations. For a Guelph contractor that clearance is often a condition of being paid by the general contractor, and construction owners themselves generally need coverage. It draws on the same payroll data as everything else but is reported to a different body on a different schedule.

Beneath both provincial layers, the federal obligations are the same everywhere in Canada. Income tax, CPP and EI are withheld from each pay run and, with the employer’s contributions, remitted to the CRA on a schedule assigned from your average monthly withholding. A new employer usually starts as a regular remitter, due by the 15th of the following month, and moves to a more frequent schedule as payroll grows. The [payroll remittance guide](https://www.everstonecpa.com/blog/payroll-remittances-canada-rp-account) explains the schedules.

## Overtime, shifts and public holidays

Shift work brings premiums and overtime, and both are pensionable and insurable earnings, so they belong in the gross before deductions are calculated. Ontario recognizes nine public holidays. Public holiday pay is regular wages and vacation pay from the four work weeks before the holiday week, divided by twenty. For a manufacturer running weekend shifts, or a restaurant open on the holiday itself, getting that formula right each time matters more than the annual review.

## Seasonal and short-term staff

Tourism businesses in Elora and Fergus, landscapers and contractors, and farms with a harvest crew all hire for part of the year. Each new hire needs a TD1 and an entry in the payroll system before the first pay, and each departure needs a Record of Employment within the required time. Students under the age at which CPP starts, workers turning seventy, and people already over the annual maximum each change the deductions, and a seasonal payroll meets all of them in one summer. When the last seasonal worker leaves, the account keeps its remittance schedule; if there is no payroll for a period, the CRA expects a nil remittance or a notice that the account is dormant.

## Owners on payroll

An incorporated owner who takes a salary is an employee of the company for payroll purposes, with CPP contributions on both sides, while an owner who takes dividends is not on payroll at all. An owner who controls the company is generally excluded from EI, so no EI premiums are withheld on that salary. Which mix makes sense is a corporate and personal tax question, decided before the year-end and then reflected in payroll, not the other way round. See [CPP for incorporated owners](https://www.everstonecpa.com/blog/cpp-for-incorporated-business-owners-canada).

## Remote, with no Guelph office

EverStone works online. There is no Guelph office and no plan for one — Guelph employers are served entirely through video calls, secure document exchange and e-signature. Payroll suits that arrangement because none of the inputs or outputs are physical: timesheets arrive electronically, pay is deposited directly, and remittances are made online. The [payroll hub](https://www.everstonecpa.com/payroll-hub) collects the underlying guides and calculators.

Common questions

## Guelph payroll questions

**How is the Ontario employer health tax rate selected?**

From total Ontario remuneration before any exemption is deducted. Once the band is identified, the exemption is subtracted and the chosen rate applies to the remainder. Deducting the exemption first and then choosing a band lands you in a lower rate than you are entitled to and understates the liability. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**What are the Ontario employer health tax rates?**

They run from 0.98% on Ontario payroll up to $200,000, through a series of steps between $200,000.01 and $400,000, to 1.95% on payroll over $400,000. The exemption is $1,000,000, and it is scheduled for inflation adjustment on 1 January 2029.

**Can every Guelph employer claim the $1,000,000 exemption?**

No. It is unavailable where the employer or its associated group has more than $5,000,000 of annual Ontario payroll. Associated employers below that line must file an allocation agreement to divide the single exemption between them.

**Is WSIB part of the same filing as employer health tax?**

No. WSIB is administered separately from the Ministry of Finance, with its own registration, classification and reporting. It draws on the same payroll figures but is a distinct obligation.

**How is Ontario public holiday pay calculated?**

From regular wages earned plus vacation pay payable in the four work weeks before the work week containing the holiday, divided by twenty. Ontario recognizes nine public holidays.

**We hire seasonal staff every summer. What changes?**

Each new hire needs a TD1 and setup before the first pay, each departure needs a Record of Employment, and the remittance schedule continues through the quiet months. If there is no payroll in a period, the CRA expects a nil remittance or a dormant-account notice rather than silence.

**Does EverStone have an office in Guelph?**

No. The firm works online. Guelph employers are served entirely remotely through video meetings, e-signature and secure document exchange.

**What does payroll cost for a Guelph business?**

Nothing about a Guelph address changes the fee. Payroll is included in monthly bookkeeping from $300 a month; a payroll-only engagement is quoted by headcount and pay frequency, in writing, after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Guelph itself?**

Yes. Employers in Fergus, Elora, Puslinch and the rest of Wellington County are set up the same way as those in Guelph: payroll runs remotely, remittances are scheduled, and the fee does not change with the address.

## Who this is for, and who it is not

The typical Guelph client has between a handful and a few dozen employees, sometimes across two associated companies, with shift, seasonal or apprentice staff in the mix. You want the Ontario EHT exemption handled correctly, the [PD7A](https://www.everstonecpa.com/forms/pd7a) balanced for each payroll account and T4s that agree. A large unionized workforce is better on a dedicated platform, and we will tell you. Otherwise [the price](https://www.everstonecpa.com/fee-estimate) is settled first.

## What happens when you get in touch

Setup starts with the structure rather than the first pay run.

- **Thirty minutes, at no charge.** Which companies pay wages, how they are associated, how often you pay, and what each payroll account shows today. [Book it here](https://www.everstonecpa.com/book-online).

- **Allocation and deadlines first.** The EHT exemption is allocated across the group where one exists, and each account’s remittance dates are logged.

- **Runs through the year, returns after it.** Every pay remitted on time, then T4s filed before February ends and the annual EHT return after.
