# Payroll services in *Victoria*

A payroll that doubles in spring and halves in autumn is normal in Victoria, and it produces obligations a steady payroll never generates. EverStone runs payroll for [Victoria employers](https://www.everstonecpa.com/accountant-victoria) remotely.

**Quick answer:** A Victoria employer withholds CPP, EI and income tax from each pay, remits on the schedule CRA assigns, files T4s after the calendar year, and registers separately with WorkSafeBC. Seasonal staffing adds records of employment and statutory holiday calculations. EverStone runs it remotely at a fixed fee. Payroll is included in monthly bookkeeping from $325 a month.

Payroll covers the source deductions for CPP, EI premiums and income tax, the remittances to the CRA, the year-end T4 and T4A slips, and access through My Business Account.

Updated September 2026 .

The headcount moves with the season. The remittance schedule does not.

## Hiring up for the season, and the paperwork that follows

Taking on a dozen people in April is a different administrative job from adding one person a year. Each hire needs a TD1 for federal and provincial claim amounts, a SIN recorded correctly, and a pay rate that reflects whatever the current provincial minimum is by the time they start. Getting the TD1 wrong is the most common cause of an employee discovering a balance owing the following spring, because too little tax was withheld all season on a claim amount nobody checked. It is a five-minute step at onboarding and an awkward conversation nine months later. [Hiring a first employee](https://www.everstonecpa.com/first-employee) covers the setup in order.

## Records of employment, and why they arrive all at once

Every interruption of earnings requires a record of employment, and a seasonal business generates most of its ROEs inside a few weeks in autumn. They are filed to Service Canada on a deadline measured from the end of the pay period in which the interruption occurred, not from whenever the season feels finished. The fields that cause trouble are the reason code and the insurable hours and earnings. An error there delays an EI claim for someone who has just stopped being paid, exactly when they can least absorb it. Getting them right the first time is a payroll job, not a favour.

## Statutory holiday pay in British Columbia

British Columbia sets its own statutory holidays and its own rules for who qualifies and how the pay is calculated, under provincial [employment standards](https://www2.gov.bc.ca/gov/content/employment-business/employment-standards-advice/employment-standards/statutory-holidays). Eligibility depends on how long someone has been employed and how many days they worked in the period before the holiday, and the amount is based on an average of recent earnings rather than a standard shift. For part-time and variable-hours staff — most of a seasonal roster — that average has to be calculated from actual hours, which is exactly the calculation a spreadsheet payroll gets wrong. It is also one of the more common sources of an employment standards complaint.

### Gratuities, and whether they run through payroll

Tips an employer collects, pools and redistributes are treated differently from tips a customer gives directly to a server. Where the employer controls the money and decides how it is shared, the amounts generally form part of pensionable and insurable earnings and are handled through payroll with deductions taken. Where they pass directly from customer to employee, the treatment differs. Card payments complicate it, because the gratuity lands in the business bank account inside the same settlement as the sale and has to be separated before it can be treated correctly. Getting this wrong understates remittances and leaves an exposure that compounds quietly across a season.

## WorkSafeBC is a separate registration

Employer coverage with [WorkSafeBC](https://www.worksafebc.com/en) is registered, reported and paid separately from CRA source deductions, on its own schedule and against a classification unit that sets the premium rate for your type of work. Two things catch Victoria employers. Reporting assessable payroll inaccurately produces an adjustment later rather than a saving now. And where you engage subcontractors, their coverage status can become your problem, which is why a clearance letter is worth obtaining before payment rather than after an incident. Marine, construction and hospitality work all sit in different classification units, at different rates.

### Employer health tax, if your payroll gets there

British Columbia’s [employer health tax](https://www2.gov.bc.ca/gov/content/taxes/employer-health-tax) exempts BC remuneration of $1,000,000 or less in a calendar year. From $1,000,000.01 to $1,500,000 the charge is 5.85% of the excess over $1,000,000. Above $1,500,000 it becomes 1.95% of total BC remuneration, with the exemption gone. Most Victoria employers never reach it. A large seasonal roster can cross the line in a strong year, though, and the phase-out rate between the thresholds makes a modest increase near the boundary disproportionately costly. [The employer health tax guide](https://www.everstonecpa.com/blog/bc-employer-health-tax-guide) works through the calculation.

## Paying yourself is payroll too

An owner taking a salary is an employee of their own corporation for these purposes: the salary is subject to deductions, requires remittance, and produces a T4. It also creates RRSP room and CPP entitlement, which dividends do not. The decision interacts with the corporate return rather than sitting beside it, and it is worth setting deliberately at the start of a year instead of inheriting last year’s split. [The salary versus dividends calculator](https://www.everstonecpa.com/salary-vs-dividends-calculator) runs the comparison, and [corporate tax in Victoria](https://www.everstonecpa.com/corporate-tax-accountant-victoria) covers the other side of it.

## Fully virtual

EverStone is a sole practitioner CPA firm that works online. There is no Victoria office. Hours arrive however suits you, runs are approved online, and T4s come from the same records. The CRA’s deadlines are the same on either side of the strait. [The remittance calendar](https://www.everstonecpa.com/payroll-remittance-calendar) lists the dates.

Payroll entries land in the ledger every cycle, so the two jobs are usually quoted together — [bookkeeping in Victoria](https://www.everstonecpa.com/bookkeeping-victoria) covers that side.

For [fractional CFO in Victoria](https://www.everstonecpa.com/cfo-services-victoria), where seasonal staffing costs sit inside the cash plan, the scope and the fixed-fee approach are the same.

Employers who also want [GST filing in Victoria](https://www.everstonecpa.com/gst-hst-filing-victoria) and [personal tax in Victoria](https://www.everstonecpa.com/personal-tax-accountant-victoria) can have both quoted together.

Common questions

## Statutory holiday pay

Victoria’s summer holidays land in peak season. Each qualifying server or deckhand is owed an average day’s pay, and working the holiday adds a premium. The [BC stat pay calculator](https://www.everstonecpa.com/bc-stat-holiday-pay-calculator) works out both, and the [qualifying rules](https://www.everstonecpa.com/blog/statutory-holiday-pay-canada-employers) are in our guide.

## Victoria payroll questions

**My payroll is seasonal. Does that change anything?**

It adds two things: a cluster of records of employment when staff finish, and statutory holiday calculations based on averaged earnings for variable-hours staff. The remittance schedule itself does not change with headcount. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**Do tips go through payroll?**

It depends who controls them. Tips the employer collects, pools and redistributes generally form part of pensionable and insurable earnings and run through payroll; tips passing directly from customer to employee are treated differently.

**When is a record of employment actually due?**

On a deadline measured from the end of the pay period in which earnings were interrupted, not from when the season ends. The reason code and the insurable hours are the fields that most often delay someone’s EI claim.

**Is WorkSafeBC part of my payroll remittance?**

No. It is a separate registration with separate reporting and its own schedule, at a rate set by the classification unit for your type of work. Subcontractor coverage can also become your responsibility, which is what a clearance letter checks.

**When does BC employer health tax apply?**

Once annual BC remuneration exceeds $1,000,000. Between $1,000,000 and $1,500,000 the charge is 5.85% of the excess; above $1,500,000 it is 1.95% of total BC remuneration with no exemption.

**Do you have a Victoria office?**

No. EverStone works online and runs payroll for Victoria employers remotely. Hours are submitted online, pay runs are approved online, and remittances and T4s are filed electronically.

**What does payroll cost for a Victoria business?**

The fee is the same in Victoria as anywhere else EverStone works. Payroll is included in monthly bookkeeping from $325 a month; a payroll-only engagement is quoted by headcount and pay frequency, in writing, after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Victoria itself?**

Yes. Employers in Saanich, Langford, Oak Bay, Esquimalt and the Westshore are set up the same way as those in Victoria: payroll runs remotely, remittances are scheduled, and the fee does not change with the address.

## Who this is for, and who it is not

This fits a Victoria restaurant, tour operator, marina or trades firm whose roster grows each spring and shrinks each autumn. You want the [PD7A](https://www.everstonecpa.com/forms/pd7a) balanced, tips handled correctly and a clean batch of ROEs at season’s end. A large unionized workforce on shift-scheduling software needs its own platform, and we will point you to one. Short of that, [the fee](https://www.everstonecpa.com/fee-estimate) is fixed first.

## What happens when you get in touch

Starting is simple, ideally before the spring hiring begins.

- **A no-charge half hour.** Peak and off-season headcount, how tips are paid, and the state of your RP account.

- **Deadlines on the calendar first.** Your remitter type sets each due date, and they are logged before the first run so there is never a [missed remittance](https://www.everstonecpa.com/blog/payroll-remittances-canada-rp-account).

- **Through the season and past it.** Runs remitted on time, ROEs issued in autumn, and T4s filed before February ends.
