# Payroll services in *Windsor*

Windsor payrolls swing: a mould shop adds a shift, a greenhouse hires seasonally, contractors lay off at freeze-up. EverStone runs payroll for [Windsor and Essex County employers](https://www.everstonecpa.com/accountant-windsor) remotely: source deductions, Employer Health Tax, WSIB and slips, on a written fixed scope.

**Quick answer:** A Windsor employer withholds income tax, CPP and EI from each pay and remits them to the CRA with the employer’s share. It pays Ontario Employer Health Tax once annual Ontario payroll passes the exemption, and reports to WSIB where coverage applies. T4 slips are due by the last day of February. EverStone runs that cycle remotely, including seasonal hires and records of employment. Payroll is included in monthly bookkeeping from $325 a month.

## Source deductions, remitted on time

Every pay run withholds income tax, CPP and EI, with the employer adding its CPP and EI share. These are held in trust for the Crown and remitted to the CRA on a schedule set by payroll size. Late remittances are penalized even if correct, and the CRA can pursue directors personally for unremitted amounts. We calculate each pay, prepare remittances and reconcile so the T4 summary matches. The [remittance calendar](https://www.everstonecpa.com/payroll-remittance-calendar) shows due dates; [payroll remittances](https://www.everstonecpa.com/blog/payroll-remittances-canada-rp-account) explains the RP account.

## Employer Health Tax: the rate is picked before the exemption

Ontario’s Employer Health Tax is graduated. Choose the rate from the band table on total Ontario payroll before the exemption, then subtract the $1,000,000 exemption and apply that rate to the rest. Associated employers share one exemption and agree its split. A Windsor shop adding a shift, or a greenhouse with a large seasonal crew, often crosses mid-year; accruing each run avoids one large charge. Bands are on the [Ontario tax facts](https://www.everstonecpa.com/ontario-tax-facts) page.

Groups of companies need care. A manufacturing corporation and a separate property or trucking corporation with the same owner may be associated, sharing one exemption. The split is agreed yearly, and a group growing past the upper payroll limit loses the exemption entirely. We check association when we take the file.

## WSIB, reported alongside payroll

The Workplace Safety and Insurance Board is separate from the CRA and the Ministry of Finance, with its own registration, rate group and reporting. Coverage is compulsory in most construction and many other industries, with premiums on insurable earnings. Contractors need a clearance certificate for general contractors, and a lapse can hold up payment. We report insurable earnings from the payroll ledger and flag rate-group questions before an audit. The [Windsor contractors page](https://www.everstonecpa.com/contractor-accountant-windsor) covers clearances.

## Seasonal and foreign agricultural workers

Leamington and Kingsville greenhouses rely on seasonal staff, many of them foreign agricultural workers here for the growing season. They are employees under the usual rules: income tax is withheld, and CPP and EI generally apply as for a local hire. Employer-provided housing, transport and meals each need review for taxable-benefit and deduction treatment, and slips must reach workers who may be abroad by February.

Before the first workers arrive, we set up payroll, confirm each social insurance number and address, and record wage recoveries under the program’s rules so every deduction can be explained. The [Essex County greenhouse page](https://www.everstonecpa.com/greenhouse-accountant-windsor) covers the rest of a grower’s file.

## Shifts, shutdowns and records of employment

Windsor manufacturing payroll follows production. Overtime, shift premiums and statutory holiday pay under Ontario employment standards must be right every run, and vacation pay accrued or paid as earned. Each layoff needs a record of employment so the worker can claim EI; a late or wrong ROE is what employees notice first. [Records of employment](https://www.everstonecpa.com/blog/roe-record-of-employment-canada) and [statutory holiday pay](https://www.everstonecpa.com/blog/statutory-holiday-pay-canada-employers) cover the rules; the [Windsor manufacturers page](https://www.everstonecpa.com/manufacturer-accountant-windsor) covers labour costing.

## Drivers: employees or contractors?

For Windsor carriers mixing employed drivers and owner-operators, the line decides withholding. An owner-operator with a truck, business number and several customers is usually a contractor; a driver in the company’s tractor on its schedule is an employee, whatever the contract says. The CRA weighs control, tool ownership and chance of profit; errors bring back-assessed CPP and EI. [Employee or contractor](https://www.everstonecpa.com/blog/employee-vs-contractor-cra-worker-classification) explains the test; the [Windsor trucking page](https://www.everstonecpa.com/trucking-accountant-windsor) covers carrier payroll.

## What the payroll service includes

Each pay: gross-to-net calculations, pay stubs and direct deposit files. Each remittance period: the CRA remittance prepared. Each year: T4 and T4A slips and summaries by the last day of February, the Employer Health Tax return, and WSIB reconciliation. As needed: records of employment, new-hire setup and terminations. Payroll is usually part of a combined engagement; the typical trades-corporation bundle of bookkeeping, payroll and a year-end T2 with statements is usually $500 to $700 a month. The fee is fixed in writing after we review your enquiry, and the [pricing page](https://www.everstonecpa.com/pricing) shows the full schedule.

## Remote payroll

Common questions

## Windsor payroll questions

**Do seasonal foreign workers pay CPP and EI?**

Generally yes. Foreign agricultural workers employed in Ontario are employees, and CPP and EI apply to their earnings as they do to local staff. Income tax is withheld too. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**When do I start paying Employer Health Tax?**

Once your annual Ontario payroll passes the exemption. The rate is chosen from total payroll before the exemption is deducted, then applied to the amount above it.

**Can you take over payroll partway through the year?**

Yes. We carry forward year-to-date figures for each employee so CPP and EI maximums and the T4 are correct at year-end.

**What if deductions were missed in an earlier year?**

They can be corrected. We work out what should have been withheld, amend the slips, and deal with the CRA on the employer’s share, usually before the CRA raises it through a payroll review.

**Do you handle vacation pay and statutory holidays?**

Yes. Vacation pay is accrued or paid out each run under Ontario’s employment standards, and statutory holiday pay is calculated from the employee’s actual earnings, not a flat day’s wage.

**Do you file records of employment?**

Yes, electronically, when an employee is laid off, quits or has an interruption of earnings.

**Does payroll need someone in Windsor?**

No. Hours come in electronically, deposits are sent from your bank, and every filing is online.

**What does payroll cost for a Windsor business?**

Nothing about a Windsor address changes the fee. Payroll is included in monthly bookkeeping from $325 a month; a payroll-only engagement is quoted by headcount and pay frequency, in writing, after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you work with businesses outside Windsor itself?**

Yes. Employers in LaSalle, Tecumseh, Lakeshore, Leamington and the rest of Essex County are set up the same way as those in Windsor: payroll runs remotely, remittances are scheduled, and the fee does not change with the address.
