# Payroll services in *Winkler*

Winkler payrolls come in many shapes: shop-floor shifts and overtime in manufacturing, crews in construction, seasonal help on farms and in retail. Manitoba adds a general holiday formula unlike any other province’s and a payroll levy with a cliff at the top. EverStone runs payroll for [Winkler businesses](https://www.everstonecpa.com/accountant-winkler) online.

**Quick answer:** A Winkler employer withholds income tax, CPP and EI on every pay, remits to the CRA on its assigned schedule, files T4s by the end of February, reports to WCB Manitoba, and pays Manitoba general holiday pay at 5% of the previous four weeks’ earnings. Employers with total yearly payroll of $2.5 million or less are exempt from the provincial payroll levy. For Winkler employers, payroll is included in monthly bookkeeping from $300 a month.

Payroll covers the source deductions for CPP, EI premiums and income tax, the remittances to the CRA, the year-end T4 and T4A slips, and access through My Business Account.

## Federal source deductions, on the CRA’s schedule

Every pay run withholds income tax, CPP contributions and EI premiums, and the employer adds its own CPP and EI share. The total is remitted to the CRA on a schedule set from your average monthly withholding amount. Most small employers remit monthly; the schedule moves to twice-monthly at $25,000 and to four times a month at $100,000, so a Winkler plant adding a second shift can find its due dates changing. Late remittances attract penalties that compound quickly, which is why the schedule goes in the calendar before the first run rather than after the first missed one. The [RP account guide](https://www.everstonecpa.com/blog/payroll-remittances-canada-rp-account) covers how the categories work, and the [PD7A](https://www.everstonecpa.com/forms/pd7a) statement is reconciled every period.

## Manitoba general holiday pay is 5% of the previous four weeks

Manitoba’s holiday calculation belongs to Manitoba alone. General holiday pay is **5% of an employee’s earnings in the four-week period before the holiday**. An employee who works on a general holiday is generally entitled to **one and a half times** their regular wage rate for the hours worked, *in addition to* that general holiday pay. The stacking rule catches employers who assume premium pay replaces holiday pay. In a Winkler shop where production does not stop for every holiday, getting this right affects every holiday on the calendar.

Construction employment is treated separately: construction employees earn general holiday wages as a percentage applied in every pay period on regular earnings, rather than holiday by holiday. Vacation pay for general employees runs at 4% of gross wages for those entitled to two weeks and 6% for those who have earned three weeks. A Winkler business that runs both a fabrication shop and an installation crew can therefore have two different holiday mechanisms in the same payroll, which is manageable when it is set up deliberately and messy when it is not.

## Seasonal and farm-linked payroll

Winkler’s economy grew from agriculture, and payroll around it follows the season. Farm operations, and the businesses that supply and service them, may hire for seeding and harvest and let staff go when the work ends. Each departure needs a Record of Employment, each short-term hire needs a TD1 and correct deductions from the first cheque, and family members working on a farm or in a family business need pay that is reasonable for the work and actually paid, with the records to prove it. Retailers serving shoppers from across the Pembina Valley have their own busy periods and part-time staff. A payroll that is set up for that churn keeps the T4s accurate at year-end.

## WCB Manitoba and three sets of reporting

Workplace coverage is administered by the **Workers Compensation Board of Manitoba**, separately from Manitoba Finance and separately again from the CRA. Three bodies, three registrations, three reporting rhythms — all driven from the same wage data. For manufacturers and construction firms, where assessable payroll is large and the classification matters, reporting to WCB from the same records that produce the T4s is what keeps the figures consistent from one body to the next.

## The HE Levy, and the cliff at $5 million

Manitoba’s employer payroll tax is the **Health and Post Secondary Education Tax Levy**, the [HE Levy](https://www.gov.mb.ca/finance/taxation/taxes/payroll.html), charged on remuneration paid by employers with a permanent establishment in the province. Employers with total yearly payroll of **$2.5 million or less pay nothing**. Between $2.5 million and $5.0 million the levy is **4.3% of the amount in excess of $2.5 million**. Above **$5.0 million it becomes 2.15% of total payroll**, with the $2.5 million no longer deducted at all.

Most small Winkler employers never reach the exemption, but a growing plant can, and associated groups share the single $2.5 million exemption based on combined payroll. A family that owns a manufacturing company and a farm corporation adds the two payrolls together. Crossing $5 million is a step change, not a marginal one, so the projection is worth running before the calendar year closes. ## Remote, with no office in Winkler

EverStone is a sole practitioner CPA firm with no Winkler office and no Manitoba premises. Winkler employers work with the firm entirely online — timesheets and changes by email or upload, approvals by e-signature, and a video meeting when one helps. For payroll that is a natural fit, since every input and output is already electronic. One accountant holds the file year-round, which keeps the remittances, the WCB reporting and the T4s consistent with each other. Common questions

## Winkler payroll questions

**How is Manitoba general holiday pay calculated?**

As 5% of the employee’s earnings in the four-week period before the holiday. Where the employee works the holiday, they are generally entitled to one and a half times their regular rate for those hours in addition to the general holiday pay, not instead of it. [Ask about your case →](https://www.everstonecpa.com/quick-question)

**When does the Manitoba HE Levy start applying?**

Employers with total yearly payroll of $2.5 million or less are exempt. Between $2.5 million and $5.0 million the levy is 4.3% of the excess over $2.5 million. Above $5.0 million it is 2.15% of the entire payroll.

**Do my associated companies each get an exemption?**

No. Associated corporations share the one $2.5 million exemption based on combined yearly payroll, so a family’s manufacturing company and farm corporation are tested together.

**What vacation pay rates apply in Manitoba?**

For general employees, 4% of gross wages where two weeks of vacation are earned and 6% where three weeks have been earned. Construction employment follows separate rules.

**What do I need for seasonal staff?**

A TD1 and correct deductions from the first pay, holiday and vacation pay calculated as for any employee, and a Record of Employment when the work ends. Their earnings go on a T4 like everyone else’s.

**Does EverStone have a Winkler office?**

No. The firm operates virtually and serves Winkler employers entirely online. Documents move through secure exchange and approvals are by e-signature.

**What does payroll cost for a Winkler business?**

Winkler businesses pay the same published fees as everyone else. Payroll is included in monthly bookkeeping from $300 a month; a payroll-only engagement is quoted by headcount and pay frequency, in writing, after we review your enquiry. [See the published fees](https://www.everstonecpa.com/pricing).

**Do you run payroll for employers outside Winkler itself?**

Yes. Employers in Morden, the RM of Stanley, Altona and Plum Coulee are set up the same way as those in Winkler: payroll runs online, remittances are scheduled, and the fee does not change with the address.

## Who this is for, and who it is not

This fits a Winkler employer paying a handful of people, or a seasonal crew, who wants the remittance made on time, the [PD7A](https://www.everstonecpa.com/forms/pd7a) reconciled, and the T4s to agree with the year when February arrives. It is not the right fit for a large hourly workforce with shift scheduling and union rules: that needs a dedicated payroll platform, and we will say so.

## What happens when you get in touch

Payroll in Winkler runs on the same federal rules and the same fixed fee as anywhere else we work.

- **An email enquiry.** How many people, how and how often they are paid, and what the CRA already expects from your RP account.

- **The account and the calendar, before the first run.** Your remitter type sets your due dates, and those go in the calendar at the start rather than after the first [missed remittance](https://www.everstonecpa.com/blog/payroll-remittances-canada-rp-account).

- **Every run, then the year end.** Deductions calculated and remitted on schedule through the year, then T4s and the T4 Summary filed by the end of February.
