GST/HST filing in Winkler
Manitoba did not harmonize. A Winkler business files GST with the CRA and retail sales tax with Manitoba Finance, on separate schedules, and unlike GST the RST it pays on inputs does not come back. EverStone files both for Winkler businesses online, at a fee agreed in writing before the work starts.
Quick answer: For Winkler businesses, Manitoba charges 7% retail sales tax alongside the 5% federal GST. There is no HST in Manitoba. The two are separate registrations with separate returns, and RST paid on business inputs is generally a cost rather than a recoverable credit. For a Winkler business, GST/HST filing is included in monthly bookkeeping from $300 a month.
The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.
RST is not PST and it is not HST
Manitoba’s provincial tax has its own name for a reason. Retail sales tax, at 7%, is administered by Manitoba Finance rather than by the Canada Revenue Agency, and it sits beside the 5% GST as a second registration with its own returns and schedule. A Winkler business selling taxable goods therefore holds two sales tax accounts, files two sets of returns, and answers to two governments about the same sale. GST runs through the same federal system as everywhere else; the provincial layer is the part that needs local attention.
The commercial consequence is recovery. GST is a value-added tax: what a registrant pays on inputs comes back through input tax credits, so it does not stick to the business. RST paid on business inputs is generally a cost rather than a recoverable credit. That belongs in pricing rather than being discovered at year-end. The rates and administrators are tabled with sources on the Manitoba tax facts page.
What Winkler’s mix of businesses means for sales tax
Winkler is the largest centre in the Pembina Valley and a shopping and industrial centre for southern Manitoba, and each part of that economy meets sales tax differently. A retailer charges GST and RST on most sales and needs its point-of-sale system set up correctly for every product category. A manufacturer sells product that may be shipped within Manitoba, to other provinces or out of the country, and the tax follows the destination. A farm sells mostly zero-rated products and usually files for GST refunds. A contractor charges GST on its work and deals with RST on the materials it buys. A business that does two of these at once — a farm with a custom-work sideline, or a fabricator that also installs — has to treat each stream on its own terms.
Sales shipped out of Manitoba
For a Winkler manufacturer, where product goes matters. Goods delivered to a customer in another province carry GST or HST by the rules of the destination rather than Manitoba RST, and goods exported outside Canada are generally zero-rated for GST, provided you keep proof of export. Getting this wrong in either direction costs money: charging RST on an out-of-province sale overcharges the customer, while missing HST on a sale into a harmonized province leaves the seller owing tax it never collected. The exports and non-residents guide covers the evidence the CRA expects.
Zero-rated farm sales, and claiming the credits
Most basic farm products are zero-rated: no GST is charged on the sale, but because they are taxable at 0% rather than exempt, a registered farm can claim input tax credits on the GST it pays on fuel, repairs, equipment and services. For farms in the RM of Stanley and across the Pembina Valley, that usually makes the GST34 a refund claim. Manitoba RST has its own exemptions for certain farm machinery and inputs, with conditions that need to be met and documented. Self-assessing RST on purchases
Where taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST — equipment from another province, parts from the United States, software bought online — the purchaser usually has to self-assess and remit it on the RST return. Nothing on the invoice says so. Qualifying manufacturing machinery and some farm machinery can be exempt, but only with the right documents at purchase. Reviewing out-of-province purchases each period is far cheaper than reconstructing them during an audit.
Reconciling both, on two calendars
The federal reporting period is assigned by the CRA on annual taxable supplies. Monthly and quarterly filers file and pay one month after the period ends. Annual filers file and pay three months after their fiscal year-end; a sole proprietor with a December 31 year-end files by June 15 with the balance due April 30. Manitoba’s RST returns run on Manitoba Finance’s own schedule. The approach that works is one reconciliation covering both: taxable sales by category under each system, tax collected by type, tax remitted by return, and differences explained while the records are fresh. Federal deadlines are on the GST deadlines page, and smaller businesses can test the GST Quick Method.

Remote, with no office in Winkler
EverStone is a sole practitioner CPA firm working fully online. There is no Winkler office and no Manitoba premises. Records move through secure exchange, returns are reviewed by email or a short video call, and filings are approved by e-signature. Running two sales tax systems well is a matter of doing the same reconciliation properly every period, and one accountant holding both accounts is what keeps it consistent. Who this is for, and who it is not
This fits a Manitoba business dealing with GST and RST together. It does not fit a company that only ever sells outside the province — the federal side alone is a simpler engagement.
What happens when you get in touch
Manitoba adds RST to the picture, so the first exchange covers both.
- An email enquiry. What you sell, where it goes, what is filed and what is overdue. You get a fixed fee in writing and no obligation to take it.
- Access, in the first week. We are authorized with the CRA, so notices and balances get looked up rather than requested from you. If you are switching firms, your file is requested the same week.
- Current, then ahead. Books set up or brought current, anything overdue scheduled oldest period first, and the next twelve months of deadlines set before they arrive.
