What Ontario’s rules change for a Thunder Bay business
One combined sales tax, a corporate rate that recently fell, and a payroll tax that arrives as a company grows.
One sales tax, not two
Ontario charges a single 13% HST: one registration, one return, and input tax credits that recover both parts of the tax on equipment and materials. Most health services are exempt instead.
Corporate tax rate
Ontario taxes active small-business income at 2.2% after 30 June 2026 (3.2% before, prorated), plus the 9% federal rate, on a $500,000 business limit. Profit above it, or non-active income, is taxed at the 26.5% combined general rate. Current figures are on Ontario tax facts.
Employer Health Tax
Above the $1,000,000 Ontario payroll exemption, Employer Health Tax applies on top of CPP and EI. Associated employers share one exemption, and WSIB is a separate account.

Built for mine suppliers, crews and clinics
Mining and exploration across the northwest rely on Thunder Bay companies. Drilling contractors, equipment dealers, haulers and camp caterers all bill mine operators.
The city also has a sizeable health sector with many private practices, and trades keep homes and industrial sites running.

Mining suppliers: equipment, contracts and travel
Mine service work usually runs on contracts with a few large customers, with long payment terms. We track receivables by customer and job, so you see what each contract earns.
Drill rigs and camp units are claimed through capital cost allowance once available for use; see the CCA classes guide. Consultants billing one main client through a corporation should know the personal services business rules. Crews may need the contractor or employee tests; haulers can read accounting for truckers.
HST: taxable work and exempt health services
Mine suppliers and trades charge 13% HST and claim input tax credits. Large customers check invoices closely.
Most health care services are exempt from HST. A dental or medical practice charges none on them, but cannot claim input tax credits on related costs. Taxable product sales are kept apart; the zero-rated and exempt supplies guide explains why. See our GST/HST filing service.
Payroll for rotations, crews and clinic staff
Remote-site work brings rotations and site allowances. Some remote-site board and lodging is tax-free to the worker and some is a taxable benefit. T4 slips go out by the end of February.
Clinics must decide whether associates are employees or contractors. Employer Health Tax starts once payroll passes the exemption. Payroll is included in monthly bookkeeping. For northern trades, see trades accounting in Sudbury.
Year-end and paying yourself
The T2 is due six months after year-end, the balance in two or three. The Ontario Business Registry annual return is due within six months of year-end. We review the year before it closes, while decisions can still change the result.
Many health professionals practise through a professional corporation; see the incorporated professionals page and the dental practice incorporation guide.
Salary builds CPP and RRSP room; dividends skip payroll but not tax. Compare them with the salary vs dividends calculator. Read when incorporating starts to pay, or start with catch-up bookkeeping if the books are behind.
