Payroll services in Brampton
Ontario employer health tax has a quirk that costs employers money: the rate is chosen using payroll before the exemption, not after it. For a Brampton plant, warehouse or fleet adding shifts, that is the payroll number to watch. EverStone runs payroll for Brampton businesses remotely, on a written fixed scope. See the Brampton accounting page.
Quick answer: Brampton employers remit income tax, CPP and EI to the CRA and pay Ontario employer health tax on Ontario remuneration. The rate is selected from a graduated table using total payroll before the exemption, then applied to payroll after the $1,000,000 exemption is deducted. WSIB coverage is separate again. For a Brampton business, payroll is included in monthly bookkeeping from $300 a month; a payroll-only engagement is quoted by headcount and pay frequency.
Payroll covers the source deductions for CPP, EI premiums and income tax, the remittances to the CRA, the year-end T4 and T4A slips, and access through My Business Account.

Payroll in a city of plants, warehouses and fleets
Invest Brampton, the city’s economic development office, describes advanced manufacturing as Brampton’s largest employment sector, and lists food and beverage processing and logistics among its key sectors, with the CN intermodal terminal at the centre of the logistics base. Payroll for those employers rarely looks like a fixed salary list. There are hourly production staff on rotating shifts, overtime in peak months, warehouse crews that grow before a busy season and shrink after it, drivers paid by the hour or the trip, and office staff on salary. Each group has its own pay rules, and each pay run has to apply the right deductions to all of them.
The accounting consequence is that payroll is often the largest controllable cost in the business and the one most exposed to small, repeated errors. A wrong overtime setting, vacation pay calculated on the wrong base, or a contractor who should have been on payroll can each cost more over a year than the payroll service itself. We set the pay items up once, check them against the first few runs, and reconcile payroll to the general ledger every month.
The Ontario employer health tax rate is chosen before the exemption, not after
Ontario’s employer health tax is graduated rather than flat, and the order of operations is where employers lose money. You select your rate from the band table using total Ontario remuneration before any exemption is deducted. Only then do you subtract the exemption and apply the chosen rate to what remains. Reading the table the intuitive way — deducting the exemption first, then finding your band — puts you in a lower band than you belong in and understates the tax.
The bands run from 0.98% on Ontario payroll up to $200,000, through a series of steps between $200,000.01 and $400,000, to 1.95% on payroll over $400,000. The exemption is $1,000,000. No exemption at all is available where the employer or its associated group has more than $5,000,000 of annual Ontario payroll, and associated employers must file an allocation agreement to share the single exemption between them. All of it is tabled with its source on the Ontario tax facts page.
Growth is where the exemption runs out
A Brampton employer with a payroll comfortably under $1,000,000 pays no employer health tax at all. Add a second shift, open a second unit or take on a large seasonal contract, and the same business can cross the exemption within a single year. Because the rate is set from total payroll, crossing it means the tax applies from the band your whole payroll falls into, not a starter rate. That cost belongs in the decision to hire, not in a surprise at the annual return.
Family businesses add a second complication. An operating company, a company that owns the building, and a company running a second location may be associated, and if they are, they share one exemption. Without an allocation agreement, each entity can end up claiming a full exemption it is not entitled to. The calculation has to be done at group level and then allocated, in that order. The associated corporations guide covers the parallel issue on the corporate tax side.
WSIB, and the federal deductions underneath
Workplace coverage in Ontario runs through the Workplace Safety and Insurance Board, which is entirely separate from the Ministry of Finance and carries its own registration, classification and clearance obligations. Manufacturing, warehousing, transport and construction employers are classified by the work they do, and reporting runs on the same payroll data but to a different body on a different schedule — exactly the sort of split that gets missed when payroll is run informally.
Beneath both provincial layers, the federal obligations are the same everywhere in Canada. Income tax, CPP and EI are withheld from each pay run and, with the employer’s contributions, remitted to the CRA on a schedule assigned from your average monthly withholding amount. Late remittances attract penalties even when the return is otherwise right. Ontario also recognizes nine public holidays. Public holiday pay is regular wages and vacation pay from the four work weeks before the holiday week, divided by twenty, and for shift workers that formula needs the actual hours rather than a standard week.
Drivers, crews and the contractor question
Brampton’s logistics and construction businesses often work with people who are paid as contractors: owner-operator drivers, installers, sub-crews. Some genuinely are independent businesses. Others work set hours, under direction, with the payer’s equipment, and the CRA may see them as employees regardless of what the invoice says. If it does, the payer owes the CPP and EI that should have been withheld, plus penalties and interest. We review those arrangements when payroll is set up, and contractor payments that need a T4A are tracked through the year. The worker classification guide sets out the tests.
