Payroll services in Sudbury
Payroll for a Sudbury employer is rarely one steady salary run. Field crews work overtime on shutdowns, shop staff work shifts, seasonal hires come and go, and a growing contractor can cross the Ontario employer health tax exemption without noticing. EverStone runs payroll for Sudbury businesses remotely, on a written fixed scope.
Quick answer: Sudbury employers withhold income tax, CPP and EI from each pay, remit them to the CRA on an assigned schedule, and pay Ontario employer health tax on Ontario remuneration once it passes the $1,000,000 exemption. The EHT rate is selected from a graduated table using payroll before the exemption. WSIB coverage is a separate account again. For a Sudbury business, payroll is included in monthly bookkeeping from $300 a month.
Payroll covers the source deductions for CPP, EI premiums and income tax, the remittances to the CRA, the year-end T4 and T4A slips, and access through My Business Account.
What a Sudbury payroll actually looks like
Greater Sudbury’s economy rests on mining and the supply and services companies built around it, alongside health care, education, government, tourism and business services. That mix produces payrolls with a lot of moving parts. A mining services contractor may run a crew on rotation with overtime, travel time and site allowances. A fabrication or repair shop may pay shift premiums. A tourism or outdoor business in the lake country around the city may double its headcount for the summer and let most of it go in the autumn. Each of those patterns is ordinary, and each needs to be set up properly once so that every pay run after it is routine.
The common errors are predictable: allowances paid without considering whether they are taxable, overtime paid at the wrong multiple, vacation pay accrued on some earnings but not others, and seasonal staff who leave without a record of employment issued on time. We set up the earnings and deduction codes with you before the first run, so the payroll records match what the employment agreements actually say.
The Ontario employer health tax rate is chosen before the exemption
Ontario’s employer health tax is graduated, and the order of operations is where employers lose money. You select the rate from the band table using total Ontario remuneration before any exemption. Only then do you subtract the exemption and apply the chosen rate to what remains. Reading it the intuitive way, deducting the exemption first and then finding your band, lands you in a lower rate than you belong in and understates the tax.
The bands run from 0.98% on Ontario payroll up to $200,000, through a series of steps between $200,000.01 and $400,000, to 1.95% on payroll over $400,000. The exemption is $1,000,000. No exemption is available where the employer or its associated group has more than $5,000,000 of annual Ontario payroll, and associated employers must file an allocation agreement to share the single exemption. The full table, with its source, is on the Ontario tax facts page.
Associated companies share one exemption
Growing Sudbury contractors often add a second corporation: one to own the equipment and lease it to the operating company, one for a new division, or a holding company above both. The exemption belongs to the associated group, not to each company. Without an allocation agreement, each entity can end up claiming a full exemption it is not entitled to, and a reassessment then arrives for several years at once. The calculation has to be done at group level and then allocated, in that order. The associated corporations note covers the parallel issue on the corporate tax side.
WSIB is a separate account
Workplace coverage in Ontario runs through the Workplace Safety and Insurance Board, which is entirely separate from the Ministry of Finance and the CRA, with its own registration, classification and reporting. For employers in construction, coverage rules extend to owners and independent operators in many cases, so a contractor moving into building work needs to check its position rather than assume. WSIB draws on the same payroll data as everything else but reports to a different body on a different schedule, which is exactly the kind of split that gets missed when payroll is run informally.
The federal deductions underneath
Beneath both provincial layers, the federal obligations are the same everywhere in Canada. Income tax, CPP and EI are withheld from each pay and, with the employer’s share, remitted to the CRA on the PD7A schedule assigned from your average monthly withholding. Late remittances attract penalties even when the return is otherwise perfect. Ontario recognizes nine public holidays, and public holiday pay is regular wages plus vacation pay from the four work weeks before the holiday week, divided by twenty. That formula is specific to Ontario and cannot be borrowed from another province’s policy.
Owners on payroll, and owners who are not
An incorporated owner can be paid salary through payroll, dividends outside it, or a mix. Salary creates RRSP room and CPP entitlement and is deductible to the company; dividends do neither but carry no payroll remittances. The right answer depends on the company’s profit and the owner’s other income, and it is set before the corporate year-end. Salary versus dividends works through the comparison, and the payroll remittance calculator shows the cash side.

EverStone is a fully virtual CPA firm. There is no Sudbury office and no local staff; Sudbury employers are served entirely online through video calls, secure document exchange and e-signature. Payroll suits that arrangement because none of the inputs or outputs are physical: hours come in from your timesheets or app, pay goes out by direct deposit, and remittances are made electronically. The payroll hub collects the underlying guides and calculators.
The year-end this feeds into is corporate tax in Sudbury, and what a lender reads is year-end statements in Sudbury.

Who this is for, and who it is not
The typical Sudbury client runs one or two associated corporations with a field crew, a shop or a seasonal workforce. You want overtime and allowances handled correctly, the Ontario EHT exemption shared properly, the PD7A balanced for each payroll account and T4s that agree. A large unionized shift workforce is better on a dedicated payroll platform, and we will tell you. Otherwise the price is settled first.
What happens when you get in touch
Setup starts with the structure and the pay rules rather than the first pay run.
- Thirty minutes, at no charge. Which corporations pay wages, how staff are paid, and what each payroll account shows today.
- Codes and deadlines first. Earnings, allowances and deductions are set up, the EHT exemption is allocated across the group, and each account’s remittance dates are logged to avoid a missed remittance.
- Runs through the year, returns after it. Every entity remitted on time, then T4s filed before February ends and the annual EHT return after.
