GST/HST filing in Kingston

Ontario folded its provincial sales tax into the federal one, so a Kingston business files a single 13% return and recovers the tax it pays on inputs. That simplicity is real — but in a city where health care, seasonal tourism and construction all loom large, exempt supplies, uneven quarters and progress billings decide whether a return is right. EverStone files HST for Kingston businesses remotely.

Quick answer: For Kingston businesses, Ontario uses a single 13% harmonized sales tax, made up of a 5% federal component and an 8% provincial component, administered by the Canada Revenue Agency. There is no separate Ontario registration and no non-recoverable provincial layer, so tax paid on business inputs is claimable unless it relates to exempt supplies. For a Kingston business, GST/HST filing is included in monthly bookkeeping from $300 a month.

The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.

One tax, one registration, one return

Ontario harmonized, and the structural consequences run further than most owners realize. The 13% HST is a single tax comprising a 5% federal component and an 8% provincial component, collected and administered by the Canada Revenue Agency. There is no separate Ontario registration, no separate provincial return and no provincial audit body to satisfy alongside the federal one.

The more important consequence is on the purchasing side. In a harmonized province the entire 13% paid on business inputs is recoverable through input tax credits, not just the federal 5%. A Kingston contractor buying a truck, a restaurant fitting out a kitchen, or a manufacturer buying a machine carries no embedded provincial sales tax in its cost base. The rate and its composition are tabled with the source on the Ontario tax facts page.

When to register

A business must register once its taxable sales pass the small supplier threshold over four consecutive calendar quarters, or in a single quarter. Many Kingston businesses cross it without noticing: a side business run by an employee of one of the city’s institutions, a tutor or consultant whose work grows, a short-term rental, a tradesperson who has been working for cash and cheques. Registering late does not remove the tax; it means the HST that should have been charged comes out of the business’s own pocket. Registering voluntarily before the threshold can make sense where the business buys a lot of taxable inputs, because it unlocks the credits.

Exempt health services and what they do to credits

Health care is among Kingston’s largest sectors, and many health services are exempt from HST. An exempt supply is not the same as a zero-rated one. A practitioner making exempt supplies does not charge HST, but also cannot claim input tax credits on the costs that relate to those supplies, so the HST on rent, equipment and supplies is a real cost. Where a clinic also makes taxable sales — products, some services — it may need to register for those, and its credits have to be apportioned between the two activities on a reasonable basis. Getting the coding right in the books is what makes the return right.

Seasonal businesses and the filing frequency

Kingston’s tourism season — the waterfront, Fort Henry, the Thousand Islands region to the east — and its winter-shaped building season mean many businesses collect most of their HST in a few months. The CRA assigns a reporting period based on annual taxable sales: smaller registrants are usually annual filers, with the option to file more often. An annual filer with a strong summer can find a large balance due long after the cash has been spent, and once the net tax for the year passes a threshold, quarterly instalments start. Filing quarterly instead keeps each remittance close to the sales that produced it. For a business that usually claims more than it collects — in a start-up or expansion year — more frequent filing gets refunds back sooner.

Progress billings and holdbacks in construction

For a contractor, HST is generally due on each progress billing when it is invoiced or payment is due, whichever comes first. Holdbacks are a special case: tax on a holdback amount generally becomes payable when the holdback is paid or becomes payable rather than when the original billing was issued. A contractor who charges HST on the full billing but records the holdback incorrectly can remit tax too early, or miss it entirely when the holdback is finally released. On the purchasing side, subtrade invoices carry HST that is claimable as an input tax credit in the period the invoice is received.

The Quick Method arithmetic at 13%

The Quick Method lets an eligible registrant remit a flat percentage of tax-included sales instead of tracking input tax credits on day-to-day operating purchases. You continue to charge customers the normal rate; what changes is how the remittance is calculated. A service business with few purchases typically remits less under the Quick Method; a business with heavy operating purchases — most trades, restaurants and manufacturers — usually does worse. Collecting 13% rather than 5% changes the size of the base the flat rate is applied to, so it is worth modelling with your own numbers. Capital purchases remain claimable separately. Our Quick Method guide works through it.

What is covered

Remote, with no Kingston office

The same service covers Amherstview, Napanee, Gananoque and the rest of Frontenac County. The work is done remotely, so which municipality the business sits in changes nothing about how it runs.

EverStone is a sole practitioner CPA firm that works online. There is no Kingston office and no local staff — Kingston businesses are served through video meetings, secure document exchange and e-signature. Sales tax is a records-and-returns exercise, so nothing about it is improved by being in the same building.

Common questions

Kingston HST questions

What is the HST rate in Kingston?+
13%, the Ontario rate, made up of a 5% federal component and an 8% provincial component, collected as a single harmonized tax administered by the Canada Revenue Agency. There is no separate Ontario provincial sales tax registration to hold alongside it. Ask about your case →
Is the provincial part of HST recoverable?+
Yes, in the ordinary way. The whole 13% paid on business inputs is claimable through input tax credits, provided the input relates to taxable supplies. Costs that relate to exempt supplies, such as many health services, do not generate credits.
When does a Kingston business have to register for HST?+
Once taxable sales pass the small supplier threshold in a single calendar quarter or over four consecutive quarters. Below it, registration is optional, and voluntary registration can pay where the business buys a lot of taxable inputs.
Should a seasonal business file annually or quarterly?+
Annual filing means fewer returns but a large balance long after the busy season, and possibly instalments. Quarterly filing keeps each remittance close to the sales behind it. The right choice depends on how disciplined the business is about setting HST aside.
When is HST due on a construction holdback?+
Generally when the holdback is paid or becomes payable, rather than when the original progress billing was issued. The billing and the holdback have to be tracked separately so the tax is reported in the right period.
Does EverStone have a Kingston office?+
No. The firm serves Kingston businesses entirely remotely. Meetings are by video, documents move through secure exchange, and approvals are signed electronically.
What does GST/HST filing cost in Kingston?+
Kingston businesses pay the same published fees as everyone else. GST/HST filing is included in monthly bookkeeping from $300 a month. A standalone return is quoted in writing after we review your enquiry. See the published fees.
Do you work with businesses outside Kingston itself?+
Yes. Registrants in Amherstview, Napanee, Gananoque and across Frontenac County file on the same schedule and at the same fee as Kingston businesses; nothing about the service depends on the municipality.

Who this is for, and who it is not

This fits a Kingston business that is registered, or about to be, and wants the return filed on the right frequency with every input tax credit actually claimed. It is not the right fit if you want someone to press submit on figures nobody has reconciled: an HST return is only ever as good as the books behind it. Filing and the bookkeeping behind it are both on the published fee list.

What happens when you get in touch

GST/HST is federal, so a Kingston filing runs the same way as one filed from anywhere else.

  1. A free thirty-minute conversation. What you sell, whether any of it is exempt, and what reporting frequency the CRA currently has you on.
  2. Frequency and method checked. Whether your reporting period still suits your seasonality, and whether the quick method would leave you better off than claiming credits line by line.
  3. Filed on time, every period. The return prepared from reconciled books and filed before the deadline, with instalments tracked if you are an annual filer.
