GST/HST filing in Selkirk, Manitoba
Manitoba did not harmonize. A Selkirk business that sells taxable goods holds a GST account with the CRA and a separate retail sales tax account with Manitoba Finance, files two sets of returns on two calendars, and gets back only one of the two taxes it pays. EverStone files both online, at a fee agreed in writing before the work starts.
Quick answer: Selkirk businesses charge 5% GST and, on taxable sales in Manitoba, 7% retail sales tax. The two are separate registrations with separate returns, and RST paid on business inputs is generally a cost rather than a recoverable input tax credit. For a Selkirk business, GST/HST filing is included in monthly bookkeeping from $300 a month.
The work covers the GST/HST return (the GST34), input tax credits, the filing frequency, instalments where they apply and the notice of assessment that follows.
Two taxes, two governments, one invoice
Manitoba’s provincial tax is called retail sales tax for a reason: it is its own system, not a provincial share of HST. RST at 7% is administered by Manitoba Finance; GST at 5% is administered by the CRA. A Selkirk retailer, contractor or shop selling taxable goods therefore registers twice, charges both taxes on the same invoice where both apply, and reports them to two different governments on two different returns. There is no HST in Manitoba, which is why the page you are reading says GST/HST but the work is GST and RST.
The commercial consequence is recovery. GST is a value-added tax: what a registrant pays on business inputs comes back through input tax credits on the GST34, so it never sticks to the business. RST paid on business inputs is generally a cost. There is no input tax credit mechanism for Manitoba RST, so it stays inside the price of what you bought. That belongs in your pricing, not as a surprise at year-end.
Who in Selkirk needs to register
For GST, the rule is national: once taxable sales pass the small-supplier threshold over four consecutive quarters, registration is required, and many businesses register earlier so they can recover the GST on start-up costs. For RST, the question is what you sell in Manitoba. Retailers and service businesses in Selkirk — the city describes itself as a shopping and service hub for the surrounding region — generally need both registrations. Contractors need to look carefully at how their contracts are structured, because a contractor installing materials into real property is commonly treated as the end user of those materials for RST, which changes what is charged and what is paid. The GST registration guide covers the federal side.
What each tax actually applies to
Because the two taxes have different bases, the treatment of a sale has to be decided twice. A supply that is taxable for GST is not automatically subject to RST, and one outside RST is not automatically outside GST. Manitoba’s RST also reaches certain services, not only goods, which is one of the more common places a business gets caught when it assumes provincial sales tax stops at goods. Where product leaves Manitoba, the picture changes again: goods shipped to customers in other provinces carry GST or HST by destination rather than Manitoba RST, and goods exported outside Canada are generally zero-rated if you keep proof of export. A Selkirk fabricator or supplier that ships out of province needs its invoicing set up by destination. GST/HST on exports and non-residents sets out the rules.
The RST you owe on what you bought
The provision that produces most unwelcome RST assessments is self-assessment. Where taxable goods are brought into Manitoba for use in the business and the supplier did not charge RST, the purchaser must self-assess and remit it. Online orders, out-of-province suppliers and imports are the usual sources, and nothing on the invoice says tax is owing. We check every out-of-province purchase for RST as it is coded, so the liability is reported in the period it arises rather than found later.
Two calendars, one reconciliation
The CRA assigns your GST reporting period from annual taxable supplies. Monthly and quarterly filers file and pay one month after the period ends. Annual filers file and pay three months after their fiscal year-end, so March 31 for a corporation with a December 31 year-end; a sole proprietor with a December 31 year-end files by June 15, with the balance due April 30. Manitoba’s RST returns follow Manitoba Finance’s own schedule, independently. Treating them as two unrelated errands is how one gets filed diligently while the other lapses.
What works is a single reconciliation each period covering both: taxable sales by category under each system, tax collected by type, tax remitted by return, and differences explained while the records are fresh. Done every period it takes minutes; done once a year it takes days. If a smaller business is eligible, the Quick Method of accounting for GST can simplify the federal side, and the Quick Method calculator shows whether it saves money. Changing your filing frequency explains when a different reporting period makes sense.

Online, with no Selkirk office
EverStone is a fully virtual CPA firm with no Selkirk office. Selkirk businesses are served online: records move through a secure upload link, returns are reviewed by email or a short video call, and filings are approved by e-signature. Both returns are filed electronically. Running two sales tax systems well is a matter of doing the same reconciliation properly every period, and one accountant holding both accounts is what keeps it consistent.
The figures behind both returns come from bookkeeping in Selkirk.

Who this is for, and who it is not
This suits a Selkirk business that charges GST and RST and wants both returns filed and reconciled by the same CPA who keeps the books. A business below the GST threshold that sells nothing subject to RST may not need either registration yet, and we will say so. Fees are on the published fees page.
